Title

RESOLUTION to Approve a Consulting Services Agreement for $150,000 Between the City of San Leandro and Rebuilding Together Oakland East Bay for the Provision of Housing Rehabilitation Grants to Mobile Home Owners at the Trailer Haven Mobile Home Community, and City Council Approval of Appropriating $150,000 General Fund Economic Uncertainty Reserves to fund the Consulting Services Agreement Grant Program

 

Body

WHEREAS, after 79 years of continuous ownership by a single operating entity, Trailer Haven Mobile Home Park was sold in August 2016 and the City received $98,400 in Real Property Transfer Tax in fiscal year 2016-17 and should receive an additional $18,000 in property tax revenue annually thereafter; and

 

WHEREAS, the City Council declares that it is in the public interest to support and retain affordable housing because doing so strengthens neighborhoods, supports ethnic and income diversity, preserves communities and community resiliency, and allows residents to live, work and play close to their homes; and

 

WHEREAS, in September 2016 the new owner and its management company provided a 90-day notice to tenants that rent increases would take effect on January 1, 2017.  The rent increase averaged $117 per trailer space and was in addition to a new $45 sewer and water fee; and

 

WHEREAS, a housing rehabilitation grant program to be administered by Rebuilding Together and paid for by revenue received by the City has been developed to assist owner occupied mobile homes at Trailer Haven, which could become a model for future grant programs to support and preserve affordable housing, which is vital to San Leandro’s grown and community resiliency; and

 

WHEREAS, an agreement between the City of San Leandro and Rebuilding Together Oakland East Bay, a copy of which is attached, is presented to this City Council; and

 

WHEREAS, the City Council is familiar with the contents thereof; and

 

WHEREAS, the City Manager recommends approval of said agreement.

 

NOW, THEREFORE, the City Council of the City of San Leandro does RESOLVE as follows:

 

1.                     That said agreement is hereby approved and the City Manager is authorized to execute the agreement, and use General Funds in the amount of $150,000 for the Housing Rehabilitation Grant Program for the Trailer Haven Mobile Home Community administered by Rebuilding Together Oakland East Bay.

2.                     That City Council does hereby approve an appropriation of $150,000 from the General Fund Economic Uncertainty Reserve to account 010-41-004-5120.
