SUMMARY

 

San Leandro Tech Center, LLC has submitted Parcel Map 11619 for City Council approval.

RECOMMENDATIONS

 

Staff recommend adopting the Resolution approving Parcel Map 11619, a two-lot subdivision at 600 Parrott Street.

 

BACKGROUND

 

The subject property is a 3.13-acre parcel comprised of the San Leandro Tech Campus, located at the west end of Parrott Street between the San Leandro BART station and the Niles railroad subdivision.  A multi-level parking structure exists on the northern portion of the parcel and the remainder is undeveloped.  The undeveloped southern portion of the property was previously approved in 2017 as a 7-story residential mixed-use development including 13,000 square feet of office space on the ground floor and 197 units of multi-family residential units above.

 

Analysis

 

The intended residential mixed-use development on the parcel has not occurred.  The owner, San Leandro Tech Campus LLC, is seeking other options to utilize the site, including splitting the lot into two separate parcels.  Parcel Map 11619 will subdivide the existing parcel into two parcels.  Parcel 1 would contain the existing parking garage.  Parcel 2 would be the remaining undeveloped portion currently zoned for office and mixed use (Downtown Area 6 Zoning District).

 

San Leandro Municipal Code §§7-1-515 and 7-1-520 require both a City Planner’s report and a City Engineer’s report to accompany a parcel map approval.

 

City Planner’s Review: The City’s Planning Division examined the Parcel Map in relation to the existing zoning, the requirements of the General Plan, the applicable Specific Plans and like considerations per the attached City Planner’s report.

 

City Engineer’s Findings: The City Engineer examined Parcel Map 11619 and found that it complies with California state law, the Subdivision Map Act and local ordinances.

 

The City’s consulting land surveyor is satisfied that the Parcel Map 11619 is technically correct pursuant to California Government Code §66445.

 

Current Agency Policies

 

                     Policy LU-3.4 : Promotion of Infill. Encourage infill development on vacant or underused sites within residential and commercial areas.

                     Policy LU-7.2 : Adaptive Reuse. Encourage private reinvestment in vacant or underutilized industrial and commercial real estate to adapt such property to changing economic needs, including the creating of flex/office space and space for technology-driven businesses

                     Policy LU-7.3 : Zoning Flexibility. Ensure that industrial zoning regulations are flexible enough to achieve the vision of San Leandro’s industrial area as an “innovation ecosystem”, where new methods of production, operations, and design are supported.

 

Previous Actions

 

On July 17, 2017, by Resolution No. 2017-096, the City Council approved a Planned Development and a Site Plan Review Permit for a mixed-use residential development  including 13,000 square feet of office on the ground floor and 197 units of multi-family residential units on the subject parcel.

 

Environmental Review

 

The Parcel Map is categorically exempt from the environmental review requirements of CEQA according to §15315 “Minor Land Divisions” (Class 15) of the CEQA Guidelines

 

FINANCIAL IMPACTS

 

                     There is no financial impact to the budget as the costs associated with the  preparation and processing of Parcel Map 11619 will be paid by the applicant

 

                     This Council action will not impact fund balance because there is no financial impact to the adopted budget
