SUMMARY
The playground at Halcyon Park was destroyed by arson, necessitating its removal and site preparation for a replacement structure. Staff recommends entering into an agreement with McNabb Construction for the demolition and preparation work. The contract includes site clearance, removal of damaged materials, and preparation for the installation of a new playground.
RECOMMENDATIONS
Staff recommend that the City Council approve and authorize the City Manager to:
1. Execute a Non-Professional Service Agreement with McNabb Construction for playground demolition at Halcyon Park in the amount of $49,140.00.
2. Negotiate and approved cumulative change orders up to 10% ($4,914.00) of the original contract amount, bring total not to exceed $54,054.00.
BACKGROUND
On October 6, 2024, the tot playground at Halcyon Park was severely damaged by arson. Due to the extent of damage, the structure and playground surfacing must be fully removed to prepare for the installation of a new playground.
To facilitate this, staff obtained a quote with McNabb Construction for the demolition and removal of all burned structures and playground surfacing. This includes the necessary site preparation to support the future installation of a replacement playground.
Per Chapter 1-6 of the San Leandro Municipal Code, this project value falls below the threshold requiring informal or competitive bidding. McNabb Construction currently has an existing contract for FEMA-funded rehabilitation of Marina Park playground surfacing. Including this project under the existing contract will support economy and efficiency in workflow and contract administration.
Analysis
The proposed agreement will allow McNabb Construction to promptly remove all damaged structures and playground surfacing, ensuring that the site is safe and ready for future improvements. Due to the urgent need to clear the fire-damaged area, McNabb Construction’s familiarity with City procedures, and the alignment with their existing work at Marina Park, proceeding with this agreement is the most efficient and cost-effective approach.
No alternative contractors were sought due to the existing agreement, the emergency nature of the project, and the efficiency of utilizing an established contractor for expedited completion.
Financial Impacts
Sufficient funds are available in CIP account 210-62-140-5240 which is allocated for park major maintenance for FY 2022-2023.
This Council action will not impact fund balance because there is $54,054.00 in funds available in the FY2022-2023 adopted CIP budget.
