SUMMARY AND RECOMMENDATION

Adopt a Resolution to Approve and Authorize the City Manager to Execute a Consulting Services Agreement with Berry, Dunn, Mcneil & Parker, LLC for Business Process Analysis, Mapping and Gap Solution for a cost of $27,500.

BACKGROUND

In December 2021, the City Council entered into a Consulting Services Agreement with Berry, Dunn, Mcneil & Parker, LLC (BerryDunn) for a not-to-exceed amount of $372,000 to provide support to the City for the new Enterprise Resources Planning (ERP) System Upgrade in the areas of advisory services, project management, and to serve as a liaison to the vendor.

In July, 2024, the City entered into a Master Services Agreements with Workday, Inc., Cognizant Technology Solutions, Robert Half Inc. and Can/Am Technologies, Inc. for the implementation of an ERP solution for a total of $8.1 million that included 10-years of software subscriptions/renewals.

In June 2025, the City entered into a Consulting Services Agreement with Berry, Dunn, McNeil & Parker, LLC, for a Police Department Technology Needs Assessment for an amount of $95,000.

In February 2026, City Council approved Amendment No. 1 to the Consulting Services Agreement with Berry, Dunn, McNeil & Parker, LLC, for the implementation of an ERP solution for an additional $98,800.

Analysis

Business process improvement is the process of analyzing and assessing the current state and defining solutions for process improvement within SLPD for alignment with industry standards and best practices, in conjunction with organizational goals or strategic vision. This process analysis provides the opportunity to streamline processes, improve workflow, identify and remove bottlenecks or inefficiencies, and align staff with functional areas.

This Business Process Analysis, Mapping and Gap Solution will be used to supplement the current RFP development process to further assist the City in gaining an understanding of the current environment (“as-is”) and the desired future state (“to-be”).

                     BerryDunn’s Business Process Analysis and Mapping approach includes the following benefits to SLPD:

                     Allows for the development of current business processes using Microsoft Visio, which depicts workflows for validation by meeting participants

                     Identifies bottlenecks and challenges associated with each business process

                     Validates theorganization program environment against common and best practices to which the current environment will be compared to identify gaps

                     Identifies actionable recommendations in two areas - overall business process improvements to meet industry standards and best practices, and in areas where system deficiencies exist, to define interim solutions that can be implemented until a new system can be acquired and implemented

Legal Analysis

The City Attorney’s office reviewed and approved the consulting services agreements, purchase orders, this staff report and resolution as to form.

Financial Impacts

The total cost of the agreement in FY 2026 is $27,500. There is sufficient funding in the FY 2026 Adopted Police Department General Fund Operating budget. Therefore, there will be no impact to fund balance.
