SUMMARY & RECOMMENDATIONS

 

Staff recommends that the City Council authorize the City Manager to enter into a project funding agreement with the Alameda County Transportation Commission for the Hesperian Boulevard Gap Closure Project.

 

BACKGROUND

 

Alameda County Transportation Commission (Alameda CTC) administers funding programs consisting of Measure B, Vehicle Registration Fee, Measure BB, Transportation Fund for Clean Air, and federal One Bay Area Grant Cycle 3 Programs for projects and programs that benefit the Alameda County transportation system. The Comprehensive Investment Plan (CIP) is Alameda CTC's near-term strategic planning and programming document through which fund sources administered by Alameda CTC are programmed through a consolidated process to maximize investments towards critical transportation infrastructure and program operations needs that are essential for developing and maintaining the county's transportation system.

 

In June 2022, the City applied for grant funding for the Hesperian Boulevard Gap Project in the amount of $1,050,000 as part of Alameda CTC’s 2022 CIP.

 

The Hesperian Boulevard Gap Closure project proposes to improve the existing Class II bike lanes on Hesperian Boulevard between Bayfair Drive and E. 14th Street by converting them into protected Class IV bike lanes. This improvement would connect to the existing Class IV bike lanes on Fairmont Drive, the proposed Class IV bike lanes on Bancroft Avenue (Crosstown Corridors project), and the proposed Class IV bike lanes on E. 14th Street (Alameda CTC’s East Bay Green Way project).

 

Analysis

 

Alameda CTC allocated $255,000 in local CIP grant funding to the City in FY 2023-2024, with a local match of 11.47%, which is $29,249. The grant funds the design phase of the project.

Committee Review and Actions

 

                     On July 20, 2022, the Bicycle & Pedestrian Advisory Committee reviewed the five applications submitted to the Alameda CTC 2022 CIP.

 

Applicable General Plan Policies

 

                     Policy T-3.1: Citywide Bikeway System. Develop and maintain a bikeway system that meets the needs of both utilitarian and recreational users, reduces vehicle trips, and connects residential neighborhoods to employment and shopping areas, BART stations, schools, recreational facilities and other destinations throughout San Leandro and nearby communities.

 

Environmental Review

 

The work to be performed is categorically exempt from the California Environmental Quality Act according to Public Resources Code §21084 and CEQA Guidelines Article 19, Section 15301 “Existing Facilities”.

 

Financial Impacts

 

ACTC allocated $255,000 in One Bay Area Grant Cycle 3 funding to the City in FY 2023-2024, with a local match of $29,249.

 

This Council action will not impact fund balance because there are funds available in the FY 2023-2024 and 2024-2025 adopted budget in Account No. 143-37-602.
