SUMMARY & RECOMMENDATIONS
Staff recommends approval of a Resolution accepting and authorizing the City Manager to execute grant agreement PS25016 with the California Office of Traffic Safety (OTS) and to appropriate grant funds in the amount of $83,000 for the Pedestrian and Bicycle Safety Program.
BACKGROUND
The Office of Traffic Safety (OTS) is within the California State Transportation Agency (CalSTA), implementing a highway safety program (HSP) that addresses impacts of safety on the road. OTS administers traffic safety grant programs with the goal to eliminate traffic fatalities and injuries.
In September 2023, by Resolution No. 23-126, the City entered into grant agreement PS24035 with OTS to receive grants funds in the amount of $100,000 for the purchase and programming of traffic safety equipment that includes data collection devices, radar speed trailers and rapid rectangular flashing beacons (RRFBs). The existing grant agreement will expire on September 30, 2024.
In March 2024, the City applied for and was awarded grant funding by OTS in the amount of $83,000 to continue with the programming and deployment of the data collection devices and radar speed trailers and the purchase of RRFB’s.
A grant funding agreement must be executed between OTS and the City to allow OTS to disburse the grant funds.
Analysis
OTS approved $83,000 in federal funding for the programming, procurement, and deployment of traffic safety equipment in various locations in the City of San Leandro.
City staff will engage and perform outreach with the community to identify traffic safety concerns and will then program and deploy the equipment based on reported traffic safety issues.
The traffic safety equipment will allow City Staff to collect and analyze data and determine the appropriate countermeasures to mitigate traffic safety issues.

• Policy T-5.7 - Technology and Roadway Efficiency. Use technology to create a more efficient transportation system, and the maximize the benefits of the existing road system
• Policy T-7.1 - Law Enforcement. Aggressively enforce traffic safety laws on San Leandro streets, including speed limits, red light violations, and pedestrian and bicycle right-of-way violations
Environmental Review
The work to be performed is exempt from the California Environmental Quality Act according to Public Resources Code §21065 as the action is not defined as a “project”.
Financial Impacts
Approval of this item will authorize the City to accept and appropriate $83,000 in OTS Pedestrian and Bicycle Safety Program grant funds to account 150-38-519 and to execute grant agreement No. PS25016 with OTS.
This Council action will not impact fund balance because there is no requirement from the City to provide a local match.
