SUMMARY

 

The City of San Leandro (City) entered into a Consulting Services Agreement with Alta Planning + Design, Inc. (Alta or Consultant) on March 13, 2026, for planning and transportation consulting services to supplement the MTC grant-funded Bay Fair Development Plan effort. The original contract was established in an amount not to exceed $99,988. This action would approve Amendment No. 1 to that agreement, increasing the contract by $95,521 for a total not-to-exceed amount of $195,509, and would authorize additional scope of work.

 

RECOMMENDATIONS

 

Staff recommend that the City Council adopt a Resolution to Approve and Authorize the City Manager, or her designee, to execute Amendment No. 1 to the Consulting Services Agreement with Alta Planning + Design, Inc., increasing the not-to-exceed contract amount by $95,521 from $99,988 to $195,509.

 

BACKGROUND

 

The Bay Fair Transit-Oriented Development (TOD) Specific Plan was adopted in 2018 and amended in 2020. Together, the Specific Plan and implementing B-TOD Zoning (2021) promote the long-term sustainability and vibrancy of the Bay Fair area as a walkable, transit-oriented, mixed-use district.

 

In 2023, the Metropolitan Transportation Commission (MTC) awarded the City a $1,800,000 grant to prepare a Development Plan and related updates to the Bay Fair TOD Specific Plan, General Plan, and Zoning Code. The Development Plan will establish an implementation framework that addresses street and block layout, open space, multimodal circulation, utilities & infrastructure, parking, and funding/financing.

 

An agreement for the Bay Fair Development Plan and Specific Plan Update was previously authorized and initiated in February 2024; the City has since undertaken a rescoping process, which this preliminary work is designed to support.

The City entered into a preliminary agreement with Alta with a not to exceed amount of $99,988, which authorized the consultant team to review prior Bay Fair TOD studies and analyses and identify a preliminary development concept for further evaluation as a supplement to the broader Development Plan and Specific Plan Update.

 

Analysis

 

This action would approve Amendment No. 1 to the Alta agreement, increasing the contract by $95,521 for a total not-to-exceed amount of $195,509. The additional scope of work includes evaluating the preliminary development concept for transportation implications and would supplement the full MTC grant-funded scope of work for the Bay Fair Development Plan and Specific Plan Update.

 

Applicable General Plan Policies

 

This action would advance General Plan Policy LU-8.10, which calls for transforming the area around the Bay Fair BART station into a dynamic new transit-oriented development area. This action would also advance numerous policies and programs from the City’s certified 2023-2031 Housing Element, including Action 8.1, which calls for continuing to implement the Bay Fair TOD Specific Plan and commits the City to working closely with BART to find funds and resources to facilitate pre-development work.

 

Financial Impacts

 

Sufficient funds are included in the FY 2026 Community Development Department budget for planning consulting services to support the Bay Fair TOD (010-41-001-5120).

 

This Council action will not impact fund balance because there are funds available in the FY 2026 adopted budget.
