SUMMARY
This appropriation provides funding to reimburse the Alameda County Flood Control District (ACFCD) for the cost to include the Monarch Bay Drive Bridge South Abutment Repair with the County’s Estudillo Flood Protection Canal project.
RECOMMENDATIONS
Staff recommend approving an appropriation in the amount of $250,000 in the Capital Improvement Fund (Fund 210) for the Monarch Bay Drive Bridget Abutment Repair Project (Project No. 2026.1020).
BACKGROUND
In 2019, City staff completed the design for repairs to the southerly abutment of the Monarch Bay Drive Bridge, which had been experiencing worsening scour. Staff coordinated with the Alameda County Flood Control and Water Conservation District (ACFCD) to incorporate the repairs into ACFCD’s Estudillo Flood Protection Canal project.
This coordination allowed the City’s work to be constructed under the same shoreline regulatory permits secured by ACFCD, if construction bids were determined to be reasonable. The bids received by the County met this requirement, supporting staff’s decision to include the City’s repair work within ACFCD’s construction contract.
In FY 2018, the City Council appropriated $550,000 for bridge and embankment maintenance as part of the FY 2018 adopted biennial budget. However, ACFCD’s Estudillo Flood Protection Canal Project was delayed due to insufficient District funding and delays in securing approval of a Federal Emergency Management Agency (FEMA) grant application. As a result, the City’s appropriation lapsed in accordance with Section 5-20 of the San Leandro Municipal Code, which limits the carryforward of capital fund appropriations to a maximum of five fiscal years.
Analysis
ACFCD has recently secured the necessary funding to move forward with construction of its Estudillo Flood Protection Canal Project. Staff reviewed the bid received by ACFCD for the project and determined it to be fair and reasonable. Staff recommend that the City Council appropriate $250,000 for the Monarch Bay Drive Bridge South Abutment Repair to be included in ACFCD’s Estudillo Flood Protection Canal Project. Incorporating this work into ACFCD’s construction contract will avoid the need for separate shoreline regulatory permits and will reduce staff time and administrative costs associated with procuring a standalone project. This approach represents the most cost-effective and efficient means of delivering repairs to the Monarch Bay Drive Bridge South Abutment.
Failure to appropriate the requested funds will delay the needed repairs, potentially exacerbating existing scour conditions, increasing the risk of structural deterioration, and resulting in significantly higher future repair costs and potential impacts on public safety and service continuity.

• On June 5, 2017, by Resolution No. 2017-072, the City Council adopted a biennial budget, which included $550,000 for the maintenance of bridges and embankments.

Environmental Review
This project is Categorically Exempt per California Environmental Quality Act (CEQA) Section 15301(c) of the CEQA guidelines. A Notice of Exemption was filed with the Alameda County Recorder’s Office on June 26, 2017.
Financial Impacts
This project will require approval from City Council to appropriate $250,000 to the Capital Improvement Fund (Fund 210) from undesignated fund balance. Sufficient funds are available in the Capital Improvement Fund undesignated fund balance to support the additional appropriation to fund the Monarch Bay Drive Bridge South Abutment project.
