SUMMARY

Consultant Services Agreements for On-Call Civil Engineering and Land Surveying Services were executed in 2022 with CSG Consultants, Inc. (CSG), Kier & Wright Civil Engineers and Surveyors, Inc. (Kier & Wright), and CSW/Stuber-Stroeh Engineering Group, Inc. (CSWST2), each with three-year terms.  In 2025, Amendment No. 1, issued to each Agreement extended the terms for a one-year period.  The Agreements are set to expire on June 30, 2026.

The proposed Amendments will extend the term for each Agreement for an additional one-year period for continued on-call Engineering support through June 30, 2027, and increase the Not-to-Exceed amount of each Agreement by $150,000. The new total contract values will be $450,000 for CSG, $350,000 for Kier & Wright, and $350,000 for CSWST2.

RECOMMENDATIONS

Staff recommend that the City Council adopt the resolution to approve and authorize the City Manager to execute Amendments No. 2 to each of the existing Consultant Services Agreements with CSG Consultants, Inc., Kier & Wright Civil Engineers and Surveyors, Inc., and CSW/Stuber-Stroeh Engineering Group, Inc., extending the term of each Agreement by one year to June 30, 2028, and increasing the Not-to-Exceed amount of each Agreement by $150,000, for a Total of $450,000 added across all three contracts.

BACKGROUND

The Public Works Department, Project Development and Land Development Divisions provide engineering services for capital improvement projects and private land development projects. To continue providing timely and efficient service to businesses, residents, visitors, other City departments, and private land developers, it is necessary to outsource certain tasks to consultants. Retaining qualified consultants to support the City’s staff will provide options and flexibility while satisfying the expected demands.

In 2022, the City executed Consultant Services Agreements for On-Call Civil Engineering and Land Surveying Services with three (3) consulting firms - CSG Consultants, Inc. (CSG), Kier & Wright Civil Engineers and Surveyors, Inc. (Kier & Wright), and CSW/Stuber-Stroeh Engineering Group, Inc. (CSWST2), each with a three-year term.

In 2025, Amendment No. 1, issued to each Agreement extended the terms for a one-year period to June 30, 2026.

Engineering consulting services provided by the consulting firms include the following:

Research and review Planning and Land Development Division applications for private land development throughout the City

Review Land Development Division Parcel and Tract Map applications for subdivisions in the City

Provide Land Surveying and Engineering Inspection services in support of capital improvement projects

The consultant’s scope of work will be defined at the time of each project assignment.

Analysis

There continues to be a need for consultants that will function as an extension of City staff on tasks related to capital improvement projects and private land development projects.  Approval of these amendments will allow the consultants to continue providing on-call engineering and land surveying services with updated fee schedules for one additional year to June 30, 2027.  To account for the additional year of services, Staff also recommend increasing the Not-to-Exceed amount of each Agreement by $150,000, bringing the new total contract values to $450,000 for CSG, $350,000 for Kier & Wright, and $350,000 for CSWST2.

Consultant costs will be charged to specific projects and development permits, each with a designated appropriation. The arrangement will allow Staff to efficiently and expeditiously respond to engineering and land surveying services as they are identified.

Current Agency Policies

Place San Leandro on a firm foundation for long-term fiscal sustainability

Maintain and enhance San Leandro’s infrastructure

Previous Actions

On July 18, 2022, by Resolution Nos. 2022-161, 2022-125, and 2022-124, the City of San Leandro City Council approved CSA’s with CSG Consultants, Inc., Kier & Wright Civil Engineers and Surveyors, Inc., and CSW/Stuber-Stroeh Engineering Group, Inc., respectively, for On-call Civil Engineering and Land Surveying Services

Applicable General Plan Policies

Policy LU-4.1 Concurrent Provision of Services - To the extent permitted by law, allow new residential development to occur only when the public facilities needed to serve that development are available or will be provided concurrently with the development.

Policy LU-4.2 Fair Share Contributions - Require new residential development to pay its fair share of the cost of capital improvements needed to serve that development

Policy T-1.3 Mitigation of Development Impacts - Require developers to address the impacts that their projects will have on the City’s transportation system. A variety of mitigation measures, including impact fees, street improvements, traffic signal and Intelligent Transportation Systems (ITS) improvements, transportation demand management (TDM) measures, and improvement of non-automobile transportation modes, should be considered

Policy T-2.1 Complete Streets Serving All Users and Modes - Create and maintain “complete” streets that provide safe, comfortable, and convenient travel through a comprehensive, integrated transportation network that serves all users

Policy ED-2.3 Development Review and Permitting - Maintain clear and predictable development review and zoning regulations

Policy EH-4.1 Urban Runoff Control - Continue to implement water pollution control measures aimed at reducing pollution from urban runoff. These measures should emphasize best management practices by residents, businesses, contractors, and public agencies to ensure that surface water quality is maintained at levels that meet state and federal standards

Policy CSF-6.1 Development Impacts - Permit new development only when infrastructure and utilities can be provided to that development without diminishing the quality of service provided to the rest of the City

Policy CSF-6.2 Fair Share Costs - Require future development to pay its fair share of the cost of improving the water, sewer, storm drainage, and other infrastructure systems needed to serve that development. Development impact fees, development agreements, and other appropriate forms of mitigation should be used to cover the costs of upgrading or expanding public infrastructure

Financial Impacts

This Council action will not impact fund balance because there are funds available in the FY 2027 adopted budget for on-call services.  In addition, consultant costs for work performed on capital improvement projects and land development or encroachment permits will be charged to the specific projects and development permits, requiring said services.
