SUMMARY
The Non-Professional Services Agreement with David Sams for golf operations advisory and oversight services is a two-year agreement with three one-year extensions. Fiscal Year 2027 is the final extension year of the agreement.
Monarch Bay Golf Club is operated by American Golf Corporation (AGC) under a management agreement with the City. As the owner of the facility, the City retains oversight responsibilities to ensure that golf operations align with contractual requirements, financial objectives, and community priorities. David Sams serves as the City's independent golf operations advisor and liaison to AGC, providing specialized expertise in golf operations, capital planning, contract administration, and strategic initiatives.
Staff propose expanding services provided by David Sams to include oversight of capital improvement projects, special projects, and community events to support the continued enhancement of Monarch Bay Golf Club and the City's Shoreline assets.
RECOMMENDATIONS
Staff recommend that the City Council adopt the attached Resolution authorizing the City Manager to execute Amendment No. 3 to the Non-Professional Services Agreement with David Sams to:
1. Increase compensation by $81,600 for FY 2027, for a total contract amount not to exceed $336,723; and
2. Amend the Scope of Services to include capital improvement plan management and implementation, special projects, and potential community events.
BACKGROUND
Monarch Bay Golf Club is a significant public asset and enterprise operation owned by the City of San Leandro. The facility is operated by American Golf Corporation (AGC) under a management agreement with the City that expires in November 2029.
While AGC is responsible for the day-to-day operation and maintenance of Monarch Bay Golf Club, the City retains responsibility for oversight of the facility, including financial performance, capital investments, and long-term planning. David Sams serves as the City's independent advisor and owner's representative, providing specialized expertise and acting as a liaison between City staff and AGC.
In 2009, the City hired David Sams to oversee the existing American Golf Corporation (AGC) lease agreement approved by the City Council in 1997. Since that time, he has provided specialized expertise in golf operations, contract administration, capital planning, and strategic oversight to help ensure that the City's interests are represented in the management and operation of Monarch Bay Golf Club.
The current agreement with David Sams had an initial term from July 1, 2022, through June 30, 2024, and included three one-year extensions through June 30, 2027. The proposed amendment covers the final extension year.
With the 2020 change from a golf lease agreement to a management agreement, the City has a more active role in golf operations. Unlike a traditional lease structure, the management agreement requires active City oversight of operations, financial performance, capital improvements, customer experience initiatives, and long-term strategic planning.
City responsibilities include annual development and oversight of the golf course operating plan and budget in conjunction with AGC, implementation of capital improvement projects, monitoring financial performance, and ensuring that the City's interests are represented within the context of golf course operations.
Analysis
The agreement is essential to provide expert oversight of all aspects of the management agreement with AGC and related golf course activities.
While AGC manages the day-to-day operation of Monarch Bay Golf Club, David Sams serves as the City's advisor, subject matter expert, and liaison to ensure that operations, maintenance activities, capital improvement projects, and financial performance align with City objectives and contractual requirements.
The consultant provides specialized expertise in golf course operations, agronomy, contract administration, capital planning, and project implementation that supplements existing City Staff resources. The consultant also serves as a bridge between City Staff and AGC by facilitating communication, monitoring performance, and supporting strategic initiatives.
In recent years, Monarch Bay Golf Club has experienced increased operational complexity due to capital improvement projects, golf course enhancements, food and beverage initiatives, Shoreline activation efforts, and community events. The expanded scope of services will support implementation of current and future capital projects, including golf course improvements, facility enhancements, and community activation efforts intended to enhance visitor experiences and generate additional revenue opportunities.
The proposed amendment will provide an additional year of services which will be expanded to 120 hours per month and 12 days of onsite services.
Amendment No. 3 will:
1. Increase compensation by $81,600 for FY 2027, for a total contract amount not to exceed $336,723; and
2. Amend the Scope of Services to include capital improvement plan management and implementation, special projects, and potential community events.

Financial Impacts
Sufficient funds are included in the adopted FY 2027 Golf Operations Fund budget for consulting services:
• Golf Operations Fund, Account 596-56-002: $81,600
This Council action will not impact fund balance because there are funds authorized in the adopted FY 2027 budget.
Monarch Bay Golf Club operates as an enterprise fund and does not receive General Fund support. All operating and capital costs are supported through revenues generated by golf operations, including green fees, food and beverage sales, and event rentals.
As an enterprise fund operation, Monarch Bay Golf Club generates sufficient revenues to support its operating and capital needs without reliance on General Fund resources. Continued investment in professional oversight and project management supports the long-term financial sustainability and enhancement of this important City asset.
