SUMMARY
The City of San Leandro currently contracts with Forensic Analytical Consulting Services (“FACS”) to provide safety program management support, including Cal/OSHA compliance assistance and occupational safety consulting services in support of the City’s safety program. The City’s existing agreement for these services has completed its initial term and approval of a new agreement would continue services without interruption.
RECOMMENDATION
Staff recommend that the City Council adopt a resolution to approve and authorize the City Manager to execute a Consulting Services Agreement with Forensic Analytical Consulting Services, Inc, for safety program management for a three (3) year term beginning July 1, 2026.
BACKGROUND
In 2024, the City conducted a competitive Request for Proposals (RFP No. 62036), for safety program management and consulting services. The purpose of the RFP was to obtain specialized professional support to assist the City in strengthening its safety program and ensuring compliance with applicable Cal/OSHA requirements. Forensic Analytical Consulting Services, Inc. (“FACS”) was selected in the competitive procurement process. FACS has since been supporting the City’s safety program through ongoing technical assistance and program management support.
Analysis
The proposed agreement continues safety program management and consulting services currently provided under the existing contract. These services support regulatory Cal/OSHA compliance, safety program administration, and ongoing departmental safety program implementation. Continuity of these services will maintain consistent support and program stability across City departments.
Financial Impacts
The current annual cost for safety program management services is approximately $82,400. The proposed agreement has a total not-to-exceed amount of $200,000 for the three-year term and includes annual cost adjustments of up to three percent (3%). Funding for these services is included in the FY 2027 Biennial Budget with future appropriations to be considered through the City’s regular biennial budget process.
