SUMMARY
Resolution doubling previously authorized rewards for information leading to the arrest and conviction of individual(s) involved in unsolved homicides.
RECOMMENDATIONS
It is recommended the City Council approve the following rewards:
• $20,000 for information leading to the arrest and conviction of the individual(s) involved in the October 9, 2010, double homicides of Maurius Robinson and Kwame Nunn;
• $20,000 for information leading to the arrest and conviction of the individual(s) involved in the March 22, 2013, homicide of Delun “Allan” Pan;
• $100,000 for information leading to the arrest and conviction of the individual(s) involved in the December 14, 2014, homicide of Joel Ramirez
BACKGROUND
On October 9, 2010, Maurius Robinson and Kwame Nunn were attending a party at the Monarch Bay Golf Course when they were both shot and killed.
On November 1, 2010, the City Council authorized a reward of $10,000 for the apprehension of any individual(s) involved in the homicide.
As of November 25, 2024, no one has met the requirements to receive the $10,000 reward and the homicides remain unsolved.
On March 22, 2013, Delun “Allan” Pan, was shot and killed in front of his mother-in-law’s home in the 15500 block of Harbor Way.
On March 25, 2013, the City Council authorized a reward of $10,000 for the apprehension of any individual(s) involved in the homicide.
As of November 25, 2024, no one has met the requirements to receive the $10,000 reward and the homicide remains unsolved.
On December 14, 2014, Joel Ramirez was shot and killed while seated in his vehicle in the driveway of his home in the 400 block of Kenilworth Ave.
On February 17, 2015, the City Council authorized a reward for $25,000 for the identification leading to criminal charging of individual(s) involved in the homicide.
On February 1, 2016, the City Council authorized an increase in the reward amount to $50,000 for the identification leading to the criminal charging of the individual(s) involved in the homicide.
As of November 25, 2024, no one has met the requirements to receive the $50,000 reward and the homicide remains unsolved.
Analysis
An increase in the reward amounts could motivate individuals to come forward with additional information material to these homicide cases.
Previous Actions
• November 1, 2010 - Resolution No. 2010-138 offering a $10,000 reward for the apprehension of the individuals involved in the double homicide at Monarch Bay Golf Course
• October 17, 2011 - Resolution No. 2013-046 offering a $10,000 reward for the apprehension of any individual(s) involved in the homicide in Heron Bay on March 22, 2013
• February 17, 2015 - Resolution No. 2015-033 offering a $25,000 reward for the identification leading to the criminal charging of the individual(s) involved in the homicide of a San Leandro resident on December 14, 2014 at 444 Kenilworth Avenue
• February 1, 2016 - Resolution No. 2016-009 increasing the reward amount to $50,000 for the identification leading to the criminal charging of the individual(s) involved in the homicide of Joel Ramirez, a San Leandro resident, on December 14, 2014, at 444 Kenilworth Avenue
Financial Impacts
A City Council approved increase to the current reward amounts would be funded through the current Fiscal Year 2024-2025 budget appropriation approval from City Council in account 010-14-015.
