RECOMMENDATION
 
Staff recommends that the City Council approve extending the term of the lease of City property with the Boys & Girls Club of San Leandro for 30 years, and authorize the City Manager to execute all documents to that effect, subject to the approval of the City Attorney of the amendment as to form.
 
BACKGROUND
 
The Boys & Girls Club of San Leandro (BGCSL) leases the City's property at its current location for $1.00 a year.  The lease term expires in 2016.  The Executive Director of the BGCSL requests that the City consider a 30 year lease extension as the BGCSL embarks on a significant capital improvement and facilities campaign.  The Executive Director represented to the City Manager that such a commitment would assist in donations for the capital campaign, and for entering into consultant and architect contracts for the planned improvements.
 
Analysis
 
The BGCSL has been a successful community based organization in San Leandro for many years, providing amongst other services, after-school programs to youth, athletics and educational activities.  Extending the term of the lease will allow the BGCSL to raise money and awareness to upgrade its facilities, meet current needs, and scale to increase services.
 
General Plan Goals and Policies
 
·      Policy 49.07:  Ensure that community recreation programs respond to the diverse range of youth interests and cultural backgrounds in San Leandro.  Programs should provide opportunities in the arts as well as athletics and should provide a positive, supportive environment for persons of all backgrounds.  
·      Policy 49.08:  Encourage mentoring relationships between youth and adults.  Partnerships between local businesses and youth organizations should be encouraged, with an emphasis on career exploration, job training, internships, education and civic leadership.  
 
Legal Review
If the City Council approves extending the lease term 30 years, then the City Attorney will draft the necessary amendment for the City Manager's execution.
