SUMMARY
Staff recommends that the City Council approve a resolution to appoint new Bicycle and Pedestrian Advisory Committee (BPAC) members.
BACKGROUND
On March 19, 2018, the City Council adopted the 2018 Update of the Bicycle and Pedestrian Master Plan (Plan). The Plan is a critical planning, policy, and implementation document to support efforts to improve the safety, attractiveness, and participation in bicycling and walking as a means of transportation and recreation. The Plan was developed with the input of the City Council-appointed Bicycle and Pedestrian Advisory Committee (BPAC) and from the general public. The BPAC will advise staff on the development of future updates and implementation of the City’s Plan. The BPAC assists to implement the City’s Complete Streets Policy and also meets Alameda County Transportation Commission (ACTC) funding requirements.
The BPAC currently has five vacancies. Based on a recruitment effort, staff recommends that the City Council appoint five new members to serve on the BPAC. The City also sends one of the current San Leandro BPAC representatives to the BPAC for the Alameda County Transportation Commission. The following residents of San Leandro are recommended for appointment or reappointment to the BPAC:

5. Barbara Butler - Council District 3
6. Edward Huynh - Council District 3 - New Member

8. Alexandra McKeever - Council District 4 - New Member
9. Sarah Bailey - Council District 5
10. Nicholas Foster - Council District 5 - New Member
11. Ed Cable - Council District 6 - New Member
12. (Vacant) - Council District 6
Meetings of the BPAC are held on an as-needed basis. The BPAC has typically met once or twice a year since the completion of the last Bicycle and Pedestrian Master Plan. Staff is planning the update to the current Plan and anticipates having four to six meetings over the next year and a half. The BPAC is a Brown Act body, so the general public is encouraged to attend and provide comment at BPAC meetings to give input and feedback on the City’s Bicycle and Pedestrian related projects. A Municipal Code update is anticipated in early 2023 to formally establish the San Leandro BPAC. Remaining vacancies in District 2 and 6 will be filled in the next round of recruitment in early 2023.

• On February 7, 2011, by Resolution No. 2011-011, the City Council established the Bicycle and Pedestrian Advisory Committee
• On March 19, 2018, by Resolution No. 2018-101, City Council appointed members to the Bicycle and Pedestrian Advisory Committee and by Resolution No. 2018-103, Council approved the 2018 Update to the Bicycle and Pedestrian Master Plan
Summary of Public Outreach Efforts
• The City conducted an online recruitment in the Fall of 2021 for applications from those interested in serving on the BPAC
Applicable General Plan Policies
• Goal 14 Bicycle and Pedestrian Circulation - Promote and accommodate alternative, environmentally friendly methods of transportation, such as walking and bicycling
• Action 14.01-A Bikeway Plan Implementation - Maintain and implement a City-wide Bikeway Plan and update that Plan regularly as conditions and needs change. Undertake the education, safety, maintenance, monitoring, and marketing programs identified in the Bikeway Plan
• Action 14.01-B Capital Improvement Scheduling - Maintain a schedule of capital improvement priorities in the City’s Bikeway Plan and update this schedule as projects are completed and additional funds become available. Capital projects should be developed in accordance with the design standards and priorities identified in the Plan
• Action 14.02 Funding - Aggressively pursue State and Federal funding for bicycle and pedestrian improvements, while also including funding for bicycle and pedestrian improvements in the City’s Capital Improvement Program
• Action 14.03 Future Trail Alignments - Encourage the use of nature and man-made corridors such as creeks and dormant rail lines for future bicycle and pedestrian trail alignments. The safety of bicyclists and pedestrians and the privacy of adjacent property owners should be top priorities in the design of such trails
• Action 14.04 Accommodation of Bicycles and Pedestrians - Require new development to incorporate design features that make walking, cycling, and other forms of non-motorized transportation more convenient and attractive. Facilities for bicycles and pedestrians, including bike racks, should be provided within new employment areas, shopping destinations, multi-modal transportation facilities, and community facilities
Financial Impacts
This Council action has no financial impacts. Sufficient funds are included in the Fiscal Year 2022-2023 General Fund budget for staff support for the BPAC.
This Council action will not impact fund balance because there are funds available in the FY2022-2023 adopted budget.
