Adopt a Resolution to Authorize the City Manager to accept the Alameda County Homeless Housing, Assistance, and Prevention Program (HHAP) Funds and Corresponding Appropriations in the amount of $500,091 to operate subsidies in new or existing affordable or supportive housing units, emergency shelters, non-congregate shelters, interim or bridge housing, and navigation centers.

SUMMARY

This project supports the sustainability of existing services at two local emergency shelters.  Services include interim housing, case management and services that will include the following activities and support services: stabilization services that range from meals, on-site case management, individual therapy, life skills coaching, domestic violence and parenting support groups, evening children's activities, and access to health care and other services. In addition, residents will receive support with housing navigation services with the goal of helping individuals move from the shelter to transitional and permanent housing.

 

RECOMMENDTATION

Staff recommends the City Council adopt a resolution to authorize the City Manager’s acceptance of the grant award totaling $500,091 and to appropriate the corresponding level of funding from Alameda County, and further authorize the City Manager to execute any related documents.

 

BACKGROUND

Established on July 31, 2019 by the State of California and administered by the Homeless Coordinating and Financing Council, the Homeless Housing, Assistance, and Prevention Program (HHAP) provides $650,000,000 in one-time flexible block grant funds to continuums of care, large cities and counties to support regional coordination and expand or develop local capacity to end and prevent homelessness in local communities throughout the state of California.

 

Alameda County Health Care Services Agency (HCSA) is responsible for the County’s administration of HHAP Funds. HCSA entered into a standard agreement with the State of California Business, Consumer Services, and Housing Agency (BCSH) to accept the Homeless Housing, Assistance and Prevention Program (HHAP) grant from the Council to support regional coordination and expand or develop local capacity to address immediate homelessness challenges, for the period of 5/12/2020 - 6/30/2025 in the amount of $18,204,668. 

 

Of this total Countywide funding, the City of San Leandro was awarded $500,091 as part of HHAP Round one and Round two funding.  Round one provides local jurisdictions with funds to support regional coordination and expand or develop local capacity to address their immediate homelessness challenges.  Round two provides support to local jurisdictions to continue to build on regional collaboration developed through previous rounds of funding and to develop a unified regional response to homelessness.

 

HHAP guidelines specify spending must be informed by a best practices’ framework focused on moving homeless individuals and families into permanent housing and ensuring those individuals and families to maintain their permanent housing.

 

Analysis

If accepted and appropriated by the City Council as outlined in the attached City Council Resolution, the grant award will provide the City’s Human Services Department with $500,091. Although the County encourages the City to spend all the funds outlined in the grant award by June 30, 2023, the City retains the ability to carry over such funds into the next upcoming fiscal year and/or to potential Round three contracting. Grant funding must be spent according to the award agreement.

 

Legal Analysis

The City Attorney has reviewed the documents and agreements and approved them as to form.

 

Financial Impacts

The Alameda County HCSA’s Grant HHAP Program award will provide $500,091 in new additional funds to the Human Services Department, resulting in no negative impacts or reductions to the adopted Fiscal Year 2022-2023 General Fund budget.

 

HHAP Grant program funding will be programmed into the following revenue and expense accounts as follows:

 

                     Revenue: 010-3600

                     Expense: 010-63-014-5120
