SUMMARY

 

It is recommended that the City Council adopt a resolution approving and authorizing the City Manager to execute a First Amendment to the Agreement with the San Leandro Improvement Association (SLIA) for management and operation of the San Leandro Cherry Festival for FY 2026.

 

RECOMMENDATIONS

 

Staff recommend that the City Council adopt the attached Resolution authorizing the City Manager to execute a First Amendment to the Agreement with the San Leandro Improvement Association to:

 

1.                     Extend the Agreement term through June 30, 2026, and

2.                     Authorize an increase to the agreement in a not-to-exceed amount of $60,638.00 for FY 2026, for a total agreement amount not-to-exceed $173,388.00

 

BACKGROUND

 

The San Leandro Cherry Festival is the City’s largest and longest-running signature community event, attracting more than 25,000 attendees annually. The City entered into an Agreement with SLIA on December 19, 2023, to provide planning, coordination, vendor management, marketing, production, and day-of operations support for the festival.

 

The current Agreement expired on June 30, 2025.  The Agreement includes provisions allowing for three (3) one-year extensions via mutual written amendment, subject to City approval. Because planning for the 2026 Cherry Festival must begin early in the calendar year, an extension is necessary to avoid operational disruption and ensure continuity of services.

 

Analysis

 

SLIA has demonstrated strong performance by managing logistical coordination, vendor relations, marketing, entertainment programming, and operational oversight for the Cherry Festival. Extending the Agreement will allow SLIA to continue providing high-quality event management and ensure consistency in the delivery of a large civic event.

 

The First Amendment:

 

                     Extends the Agreement through June 30, 2026

                     Adds $60,638.00 in additional funding for FY 2026; and

                     Maintains all existing scope, terms, and responsibilities except as expressly amended.

 

This ensures appropriate compensation for rising event-related costs while maintaining continuity of services for a major community celebration.

 

Previous Actions

 

                     December 19, 2023 - City approved Agreement with SLIA for Cherry Festival management

 

Financial Impacts

 

Sufficient funds are included in the FY 2026 General Fund budget for Cherry Festival planning and operation services:

 

                     General Fund-Administration, Account 010-61-015:                            $60,638

 

This Council action will not impact fund balance because there are funds available in the FY 2026 adopted budget.
