SUMMARY AND RECOMMENDATIONS

 

Staff recommend that the City Council adopt a resolution authorizing the City Manager to execute Amendment No. 3 to the agreement with Chaplin & Hill Investigative Services for third-party professional standards investigation services, increasing the consulting services agreement amount by $150,000 for a total not to exceed $400,000.

 

BACKGROUND

 

The City engages an independent investigative consultant to manage complaints involving police personnel and to conduct objective workplace investigations. This impartial, third-party approach ensures transparency, accountability, and fairness.

 

On December 1, 2023, the City Manager executed an agreement with Chaplin & Hill Investigative Services for an amount not to exceed $100,000, with a term through June 30, 2024. Amendment No. 1 was executed on July 1, 2024, extending the term through June 30, 2026, to allow for the continued availability of investigative services.  Subsequently, Amendment No. 2 was executed on June 1, 2025, increasing the contract amount by $150,000, a total amount not to exceed $250,000.

 

Additional funding is necessary to cover both incurred and anticipated costs associated with ongoing and future investigations during the remainder of the contract term. Amendment No. 3 would increase the agreement amount by $150,000, for a revised total not-to-exceed of $400,000 and extend the term of the agreement through June 30, 2028.

 

Analysis

 

Since the execution of the original agreement, the consultant has provided timely and specialized support for matters requiring independent review and professional expertise.  The use of an independent third-party investigator supports the City’s commitment to conducting fair, objective, and thorough professional standards investigations by ensuring impartiality and maintaining public confidence in the integrity of the process.  Chaplin & Hill Investigative Services has consistently provided responsive and professional services in accordance with the City’s needs.

Financial Impacts

 

There is sufficient funding available in the FY 2026 and FY 2027 adopted budgets to cover the cost of the amendment with Chaplin & Hill Investigative Services, LLC.
