SUMMARY AND RECOMMENDATIONS
Staff recommends that the City Council accept the work by State Roofing Systems on Project No. 2013.0300, and direct staff to file the Notice of Completion, release the performance and payment bonds, and release the maintenance bond upon completion of the one year maintenance period.
BACKGROUND
In 2006, a roof survey was conducted by Skyline Engineering to evaluate the condition of all roofs on City-owned buildings. The survey included an assessment of roof condition and a budget estimate for repair/replacement. The portion of the City Hall roof over the Finance Department and Environmental Services offices was found to be in poor condition and replacement was recommended.
This project removed the roof over the south end of City Hall and installed a new single ply roofing system.
Analysis
The Contractor installed the above described improvements. Work was performed in compliance with the contract documents and is now complete.
The Contractor provided a 5-year warranty and the roofing manufacturer provided a 20-year warranty.
Previous Actions
On June 2, 2014, by Resolution 2014-050, City Council awarded the construction contract to State Roofing Systems.
Permits and/or Variances Granted
A roofing permit issued by the Community Development Department was executed.
Environmental Review
This project was determined to be categorically exempt from CEQA per section 15301 - Existing Facilities. Repair and maintenance of existing structures is covered by this section of CEQA.
Fiscal Impacts
The total cost of this project was $145,000. A summary of the cost of the construction contract with State Roofing Systems is tabulated below:

Budget Authority
This project was funded by Building Maintenance Fund in account 687-18-007 appropriated as part of the City's Adopted Budget for fiscal year 2013-14.
