SUMMARY AND RECOMMENDATIONS

 

Staff recommend that the City Council adopt a Resolution to amend the City-wide Master Salary Schedule to confirm employee pay rates in accordance with negotiated salary adjustments.

 

BACKGROUND

 

The City of San Leandro maintains a publicly available Master Salary Schedule, which includes the pay rate for all City employment classifications.  The amended Master Salary Schedule incorporates previously approved actions by the City Council within the adopted budget, bargaining group memoranda of understanding and employment agreements. 

 

Analysis

 

The revised Master Salary Schedule, which is presented to Council for consideration and approval, reflects negotiated salary adjustments for three of the City’s bargaining units, the Police Chief and City Manager.  In accordance with their respective Memoranda of Understanding or employment agreement, salary adjustments are effective July 1, 2026 and reflected in the Master Salary Schedule as follows:

3.0% City Manager

3.0% Police Chief

3.0% San Leandro Police Management Association (SLPMA)

3.0% San Leandro Police Officers’ Association (SLPOA)

3.0% San Leandro Management Organization (SLMO)

 

As part of this amended Master Salary Schedule, the format for salaried job classifications is being converted from a monthly rate to an annualized rate. This is an administrative format change to standardize how compensation is displayed and managed operationally. There is no financial impact to employees’ salaries with this format change.

 

As required by California Code of Regulations (CCR) §570.5, upon City Council approval, the Master Salary Schedule will be made publicly available on the City’s website.

 

Financial Impacts

 

There are no financial impacts associated with the approval of the Master Salary Schedule.  These salary increases are part of the previously approved bargaining group memoranda of understanding and employment agreements, and appropriation has been incorporated as part of actions taken through the FY 2027 budget process to the corresponding salary allocations.
