SUMMARY AND RECOMMENDATIONS

 

Staff recommends the City Council authorize the City Manager to execute Amendment No. 2 to the Non-Professional Services Agreement with ANI Private Security and Patrol, Inc. for additional security services at various City facilities to increase the amount of compensation by $33,000 for a total not to exceed contract amount of $168,000.

 

 

BACKGROUND

 

The City of San Leandro has utilized security companies to provide security services for the Marina Community Center (MCC) and Senior Community Center (SCC) since 2011. Security is a renter requirement for all bookings in the Titan Auditorium at the MCC, Main Hall at the SCC, and social events at the Surlene Grant Community Room. Security is present from the start of the rental event through clean-up.

Upon the Limited Reopening of City Facilities in June 2021, the City sought to contract with a security firm to check-in visitors, verify appointments, screen for COVID-19 symptoms, and reinforce required face masks and social distancing. ANI Private Security and Patrol, Inc. provided one security staff stationed at the Kiosk Desk/Community Development offices, Lorraine Blvd. entrance of City Hall. 

 

Analysis

 

ANI Private Security and Patrol, Inc. will continue to assist City staff with security services for fiscal year 2022-2023.

 

Upon the reopening of programs and services for recreational swim at the San Leandro Family Aquatics Center, it was brought to staff’s attention the need for security services within these facilities to:

                     Monitor entrances/exits, and patrol the outside perimeter of the facility, and parking lots.

                     Greet, check in, and direct all visitors as needed.

                     Enforce protocols or rules in place.

                     Monitor visitors for suspicious or unsafe behavior.

                     Respond to disruptive situations that may arise.

 

Previous Actions

 

                     On July 1, 2022, by Resolution No. 2022-92, the City entered into a Non-Professional Services Agreement (NPSA) with ANI Private Security and Patrol, Inc. for security services on an as needed basis at the Marina Community Center and Senior Community Center during paid rental events, and front desk security services at the San Leandro City Hall for $135,000 through fiscal year 2022-2023.

 

                     On July 14, 2022, the City amended the NPSA with ANI Private Security and Patrol, Inc. to include security services from 8:30 am to 5:00 pm, Monday through Friday, at the Senior Community Center.  

 

Financial Impacts

 

Sufficient funds are included in the Fiscal Year 2022-2023 General Fund-Recreation budget for additional security services:

 

                     General Fund-Administration, Acct 010-61-001-5530:                                                               $13,000

                     GF - Community Promotions, Acct 010-61-013-5120:                                                               $16,000

                     GF - Youth Sports, Acct 010-61-017-6290:                                                                                    $  3,000

This Council action will not impact fund balance because there are funds available in the FY2022-2023 adopted budget.
