SUMMARY
Staff recommends entering into a non-professional services agreement with Blaisdell’s for the purchase and installation of new cubicles and related office furnishings for the Community Development Department. This project will replace outdated and discontinued cubicle systems and create space for additional workstations to support increased department staffing in recent years, including the addition of staff to support the recently adopted Rent Registry Ordinance. This department office reconfiguration and replacement is long overdue. The total cost of the project will not exceed $199,215.
RECOMMENDATIONS
Staff recommends that the City Council approve and authorize the City Manager to execute a Non-Professional Services Agreement with Blaisdell’s in an amount not to exceed $199,215.
BACKGROUND
The Community Development Department’s current cubicle system is worn, outdated, and part of a discontinued product line that no longer supports modifications or reconfiguration. As the department has expanded staffing in the last few years, it is necessary to reconfigure the existing office layout to accommodate additional workstations. This reconfiguration cannot be achieved using the existing furniture system.
To support this effort, staff solicited proposals from multiple firms and selected Blaisdell’s for new furniture and cubicle components. Blaisdell’s is an experienced vendor with a longstanding presence in the region, and their proposal includes modular furnishings from Friant, a local manufacturer based in San Leandro.
Analysis
The proposed scope includes complete removal and disposal of the existing cubicle system, installation of new cubicle workstations, height-adjustable desks, power/data components, seating, and filing systems. The layout improves space utilization and supports more efficient utilization of office space, collaboration and ergonomic functionality.
Blaisdell’s proposal totals $199,215, which includes furniture, installation, delivery, and applicable taxes. The project will be coordinated to minimize disruption to City services.
Financial Impacts
Sufficient funds are included in the Fiscal Year 2024-2025 General Fund budget for this effort:
• General Fund - Furn & Fixtures (>$5k) Account 010-42-002-7410: $199,215
This Council action will not impact the fund balance of the General Fund because there are funds available in the FY2024-2025 adopted budget.
