SUMMARY
Staff requests that the City Council adopt a resolution to approve and authorize the City Manager to execute Amendment No .3 to the existing consulting services agreement with GoGo Technologies, Inc. to continue the FLEX RIDES On Demand Program to registered FLEX RIDES members, 70 years old or older or at least 18 years old plus East Bay Paratransit Certified.
RECOMMENDATION
Staff recommends the City Council approve a resolution to:
• Approve and authorize the City Manager to execute an Amendment to the existing $100,000 consulting services agreement with GoGo Technologies for an additional $186,410, for a total amount not to exceed $286,410; and
• Authorize the use of $186,410 from Funds 157-36-001-5640 and 154-36-002-5640 for the above agreement.
BACKGROUND
The current FLEX RIDES On Demand service model provides a low-cost, fast, and convenient travel option through subsidized Transportation Network Companies (TNCs) rides for members who need to travel to specific locations or locations outside of San Leandro. This service is On Demand and users can normally expect a driver to arrive within 5 to 15 minutes after a call. To be eligible for FLEX RIDES On Demand, applicants must be registered FLEX RIDES members, 70 years old or older or at least 18 years old plus East Bay Paratransit Certified.
Analysis
This proposed amendment will allow the Human Services Department to continue the FLEX RIDES OnDemand program and continue delivering high-quality on-demand services to San Leandro residents, including being on-time and providing proper customer service to riders. The Human Services Department staff receives ongoing feedback from current riders regarding the satisfaction of FLEX RIDES On-Demand service, as well as accepts feedback from yearly focus groups and written surveys.
Previous Actions
• Council approved CSA with GoGo on June 15, 2020.
• Amendment No. 1 - Extend Term of Service to 6/30/2022 and amend scope executed 7/1/2023.
• Amendment No. 2 - Extend Term of Service to 6/30/2023 and discontinues the COVID Vaccination Transportation subsidy after 6/30/2022 executed 7/1/2022.
Legal Analysis
The City Attorney reviewed the documents and agreements and approved them as to form.
Fiscal Impacts
The total compensation for this agreement shall not exceed $286,410. The costs for fiscal years 2024 and 2025 are based on a $0.27 per minute (length of trip) fee for trip oversight by the consultant, $900/month active member fee for 100 or less active members, and the subsidized amount of $16 per ride. Funds have been approved by City Council in the Biennial Budget for $83,884.50 ($13,980.75 in FY23-2024 and $69,903.75 in FY24-2025). Staff recommends City Council approve an additional appropriation of $102,525.50 from the following grant-funded accounts to cover the cost of the two-year extension.:
