SUMMARY
The Community Assistance Program (CAP) allocates $170,000 annually in General Fund support to nonprofit organizations delivering social services to low-income San Leandro residents. To be eligible, proposals must address unmet service needs identified in the City’s Human Services Gap Analysis. For the Fiscal Years 2025-2026 and 2026-2027 (FY2026 - FY2027) CAP cycle, staff identified $300,000 in one-time Fiscal Year 2025 (FY2025) funds to supplement the annual baseline allocation, resulting in a total of $640,000 available for distribution over the two-year period.
On December 5, 2024, the Human Services Department issued a Request for Proposals (RFP) for the FY2026 - FY2027 CAP grant cycle. The RFP closed on January 23, 2025, with 20 proposals submitted for consideration. Attachment B provides a summary of applicants, proposed programs, and funding requests.
Proposals were evaluated by the Human Services Commission (HSC) and scored out of a maximum of 60 points. Staff compiled Commissioner’s scores, calculated average rankings, and used the results to develop funding recommendations for Commission review and recommendation to City Council for approval.
On April 23, 2025 the HSC held a public meeting and recommended that the City Council fund 16 agencies.
RECOMMENDATION
Staff recommend that the City Council adopt a resolution to approve recommendations from the City of San Leandro Human Services Commission for Community Assistance CAP grants for FY2026 - FY2027 and to authorize the City Manager to negotiate and execute agreements with grant recipients (Attachment A).
BACKGROUND
CAP provides financial support to nonprofit organizations serving low-income San Leandro residents. Proposals must meet an unmet service gap identified in the Human Services Gap Analysis (Attachment B), with highest priority given to:
• Severe/High-Level Mental and Behavioral Health Needs
• Family and Youth Services
• Domestic and Intimate Partner Violence Services
• Job Development, Income Support and Employment Services
• Homelessness and housing insecurity support
On December 5, 2024, the Human Services Department issued a Request for Proposals (RFP) for the FY2026 - FY2027 CAP grant cycle. The RFP closed on January 23, 2025, and a total of 20 proposals were received for consideration. Attachment C provides a summary of applicants, program proposals, and funding requests.
Analysis
The Human Services Commission initiated its review of proposals on February 11, 2025, utilizing the City Data Services platform. Throughout the review period, Commissioners were provided the opportunity to submit questions to staff who relayed them to the respective applicants. All questions and responses were compiled and shared with the full Commission in advance of the ranking deadline on April 1, 2025. Proposals were ranked based on the following criteria:
• Consistency with Funding Priorities and Demonstrated Need
• Benefit to Target Community and Performance Measures
• Funding Program Sustainability/Longevity
• Organization
• Access
• Financial Analysis
Each proposal was evaluated by Commissioners and scored out of a maximum of 60 points. Staff compiled the scores, calculated averages, and used the results to develop funding recommendations for Commission review and subsequent submission to the City Council for final approval.
Staff calculated the average scores and developed two funding options for Commission deliberation (Attachment D). The HSC recommends awarding funds to 16 agencies.

Board/Commission Review and Actions
• April 23, 2025 - The Human Services Commission unanimously recommended funding to 16 agencies for City Council review and approval. A copy of the draft minutes can be found in Attachment E.
Legal Analysis
The City Attorney has reviewed the documents and approved them as to form.
Financial Impacts
The City Council annually allocates $170,000 in General Fund monies to the Community Assistance Program (CAP). In response to Commission and community feedback, staff identified an opportunity to strategically enhance CAP funding through a one-time allocation of $300,000 in available FY2025 General Fund monies (General Fund - Consulting, Account 010-63-012-5120).
The proposed Fiscal Year 2026 and Fiscal Year 2027 budgets each include $170,000 in Account 010-63-014-8513 for CAP grants.
This action will not impact the fund balance, as it utilizes existing FY2025 funds and proposed appropriations for FY2026 and FY2027.
