SUMMARY

This project supports the operations of existing services at local emergency shelters as well as temporary winter shelter services. Services include interim housing, case management and services that will include the following activities and support services: stabilization services that range from meals, on-site case management, individual therapy, life skills coaching, domestic violence and parenting support groups, evening children's activities, and access to health care and other services.

 

RECOMMENDATION

Staff recommends the City Council Approve and Authorize the City Manager to:

1.                     Execute an Amendment to an Existing Agreement between County of Alameda and City of San Leandro to Extend Term of the Agreement to June 30, 2024 and Increase Total Funding from $500,091 to $1,024,091 (increase of $524,000);

2.                     Accept and Appropriate $1,024,091 in Alameda County Homeless Housing, Assistance, and Prevention Program (HHAP) Funds, and

3.                     Execute Agreements and Amendments to Agreements with Building Futures and Housing Consortium of the East Bay for HHAP Funded Shelter and Winter Warming Services, respectively. 

 

BACKGROUND

Established on July 31, 2019, by the State of California and administered by the Homeless Coordinating and Financing Council, the Homeless Housing, Assistance, and Prevention (HHAP) grant program provides flexible block grant funds to Continuums of Care, large cities and counties to support regional coordination and expand or develop local capacity to end and prevent homelessness in local communities throughout the state of California. Since 2019, there have been four rounds of HHAP funding totaling nearly $3 billion across the state of California.

 

Alameda County Office of Homeless Care and Coordination (OHCC) is responsible for the County’s administration of HHAP Funds. OHCC entered into a standard agreement with the State of California Business, Consumer Services, and Housing Agency (BCSH) to accept HHAP grants from the State to support regional coordination and expand or develop local capacity to address immediate homelessness challenges. 

 

The City of San Leandro has been allocated $500,091 in HHAP Rounds 1 and 2; $331,178 in HHAP Round 3; and $192,822 in HHAP Round 4. In total, the City of San Leandro has been allocated $1,024,091 in HHAP funds.

In May 2023, City Council approved and authorized the City Manager to enter into an agreement for $500,091 in HHAP Round 1 and 2 funds. A portion of HHAP Round 1 and 2 funds, $238,700, has been allocated to Building Futures for shelter operation funding for San Leandro Shelter and Sister Me Home.

 

While the agreement with Alameda County was executed, due to an administrative error, the $500,091 in HHAP Round 1 and 2 funds were not encumbered in Fiscal Year 2022-2023. Additionally, since May 2023, an additional $524,000 in HHAP Rounds 3 and 4 funds have been allocated to the City of San Leandro.

 

As such, staff recommends Council approve and authorize the City Manager to execute an amendment to the City’s existing agreement with the County of Alameda to extend the term of the agreement through June 30, 2024 and increase the total agreement from $500,091 to $1,024,091 (increase of $524,000); authorize the City Manager to accept and appropriate $1,024,091 in HHAP funds; and approve and authorize the City Manager to execute agreements with Building Futures and Housing Consortium of the East Bay (HCEB) for HHAP funded services.

 

Analysis

Following City Council approval, staff will enter into agreements with Building Futures and Housing Consortium of the East Bay for HHAP funded FY24 services.

 

Building Futures, San Leandro Shelter and Sister Me Home

Building Futures provides San Leandro individuals and families in need with shelter, Domestic Violence support and advocacy, and housing services. Building Futures operates the San Leandro Shelter, a 30-bed shelter for women with and without children that provides a warm and safe environment and support services designed to help residents address the obstacles they face to end their homelessness. HHAP funding will be used to support the ongoing operations of this service.

 

Building Futures additionally operates Sister Me Home, a 20-bed shelter with 24-hour staffing and culturally appropriate support services, which is open to all fleeing domestic violence, regardless of gender identification. HHAP funding will be used to support the ongoing operations of this service.

 

Staff recommends Council approve and authorize the City Manager to execute an agreement with Building Futures for operations of San Leandro Shelter and Sister Me Home for an amount not-to-exceed $585,391, as outlined below.

Housing Consortium of the East Bay, 2023 - 2024 Winter Warming Center

Housing Consortium of the East Bay (HCEB) provides programs and services for the unhoused community, including resident service coordination, facility and property management, and permanent supportive housing. The City, in partnership with HCEB and First United Methodist Church, will operate the San Leandro Warming Shelter. The City has an existing agreement with HCEB to provide weather related shelter services in the amount of $99,994. Under the current agreement, the Warming Shelter will be open from November 15, 2023 - April 30, 2023, when the weather is forecasted at 40° or below, and/or with a 50% or higher chance of rain. HHAP funding will be used to expand operations of the 2023-2024 Winter Warming Center program.

 

Staff recommends Council approve and authorize the City Manager to amend the agreement to expand Winter Warming Center operations in the scope of work and increase funding from $99,994 to $299,994 (increase of $200,000).

The City Attorney has reviewed the documents and agreements and approved them as to form.

 

Financial Impacts

This item has no impact on the City’s General Fund. Upon Council approval and amendment completion, Alameda County will allocate $1,024,091 in one-time HHAP funding to the City. Funds will be reimbursed based on actual expenditures.

 

HHAP Grant program funding will be programmed into the following revenue and expense accounts as follows:
