RECOMMENDATIONS
 
Staff recommends acceptance of the work, filing of the Notice of Completion, and authorizing the City Manager to release the Maintenance Bond for the subject project upon successful completion of the one-year maintenance period.
 
BACKGROUND
 
This project reconstructed Marina Boulevard from San Leandro Boulevard to Washington Avenue and replaced the top four inches of asphalt concrete on Marina Boulevard from Teagarden Street to Alvarado Street.  
 
Marina Boulevard between San Leandro Boulevard and Washington Avenue is a collector street with a traffic volume of approximately 6,000 vehicles per day.  The Pavement Condition Index (PCI) of this segment of Marina Boulevard was only 17 out of a possible 100 prior to roadwork, which puts it in the "very poor" category for pavements.
 
Marina Boulevard between Teagarden Street and Alvarado Street is an arterial street with two lanes in each direction.  The weekday traffic along this stretch of Marina Boulevard averages roughly 23,000 vehicles per day.  The PCI ranged from 27 to 30 before rehabilitation, which meant that the pavement was in "poor" condition and was soon to deteriorate into the "very poor" category.
 
Analysis
 
On July 5, 2011, the City Council awarded the construction contract for the subject project to Gallagher & Burk, Inc.  The work has been inspected and deemed to comply with the contract documents and City standards.  Construction is now complete.  
 
Previous Actions
 
·      On September 7, 2010, by Resolution No. 2010-109, the City Council authorized the filing of an application for funding under the CMA Block Grant Program, committing the necessary non-federal matching funds, and assuring completion of the project
·      On September 7, 2010, by Resolution No. 2010-110, the City Council authorized the appropriation of $807,000 of CMA Block Grant Program funds for the Marina Boulevard Street Rehabilitation Project
·      On May 2, 2011, by Resolution No. 2011-085, the City Council approved the plans and specifications for the subject project and authorized the calling for bids
·      On June 20, 2011, by Resolution No. 2011-121, the City Council approved the Program Supplement Agreement No. 019-N to administering Agency-State agreement No. 04-5041R to accept federal funds for the subject project
·      On July 5, 2011, by Resolution No. 2011-131, the City Council awarded the construction contract to Gallagher & Burk, Inc.
 
Applicable General Plan Policies
 
This action is consistent with Streets and Highways Goal No. 16 of the General Plan and Action Item 16.03-A: Funding for Maintenance.
 
Environmental Review
 
Caltrans Local Assistance deemed the project qualified for a Categorical Exclusion under the National Environmental Policy Act per 23 CFR 771.117(d), activity (d)(1), modernization of a highway by resurfacing, restoration, rehabilitation, reconstruction, adding shoulders, or adding auxiliary lanes.
 
Fiscal Impacts
 
A summary of the construction contract with Gallagher & Burk, Inc. is below:

      Change Orders               $106,452.95
      Total Contract Amount            $1,386,318.95
 
Including the design cost of $17,423.50 and construction administration cost of $44,694.88, the total project cost was $1,448,437.33.
 
Budget Authority
 
Funding allocations for the subject project was as follows:
 
1.      $807,000.00 of CMA Block Grant funds in Account No. 150-38-329, appropriated in the FY 2010-11 budget;
2.      $458,178.72 of Measure B Streets & Roads funds in Account No. 144-38-308, appropriated in FY 2011-12;
3.      $12,536.64 of Measure B Bike & Pedestrian funds in Account No. 144-36-287, appropriated in FY 2011-12;
4.      $364,544.59 of Water Pollution Control Plant Enterprise funds in Account No. 593-52-117, appropriated in FY 2011-12;
5.      $196,927.31 of General funds in Account No. 210-38-289, appropriated in FY 2011-12
