SUMMARY

 

This action appropriates $154,722 of Fiscal Year 2024-2025 Transportation Development Act Article 3 funds to two (2) pedestrian safety improvement projects.

 

RECOMMENDATIONS

 

Staff recommend authorizing the City Manager to accept $154,722 in Transportation Development Act Article 3 grant funds and appropriating $90,000 to the Uncontrolled Crosswalk Enhancements Project and $64,722 for the Annual Sidewalk Program.

 

BACKGROUND

 

The Transportation Development Act (TDA) of 1971 established the Local Transportation Fund, which is derived from one-quarter percent of the statewide general sales tax. TDA Article 3 (TDA 3) authorizes the Metropolitan Transportation Commission (MTC) to allocate two percent of TDA funds to the nine Bay Area counties for bicycle and pedestrian projects exclusively. Each year, MTC allocates TDA 3 funds to eligible claimants after reviewing applications from counties and congestion management agencies. In Alameda County, TDA 3 funds are distributed to cities based on population.  Alameda County is responsible for coordinating and submitting a single and consolidated annual program of TDA 3 projects to MTC that are implemented by each local agency in the County.

 

Analysis

 

In 2024, the City was awarded $154,722 of TDA 3 funds for Fiscal Year 2024-2025 (FY 2025); however, the funds were not appropriated to specific projects at that time. Staff recommend appropriating $90,000 of the FY 2025 TDA 3 funds to the Uncontrolled Crosswalk Enhancements Project, and the remaining $64,722 to the Annual Sidewalk Program. The Uncontrolled Crosswalk Enhancement Project will design Rectangular Rapid Flashing Beacon (RRFB) pedestrian crossing improvements at the intersections of Dutton Avenue/Chetland Road and Callan Avenue/Harrison Street.  The Annual Sidewalk Program will design and install pedestrian improvements at locations on the City’s current priority list.  FY 2025 TDA 3 funds must be utilized by June 30, 2027, to receive full reimbursement from MTC.

Previous Actions

 

                     On May 20, 2024, by Resolution No. 2024-042, the City Council authorized the filing of a claim of $154,722 with the MTC for allocation of TDA Article 3 funds for FY 2025.

 

Committee Review and Actions

 

                     On May 9, 2024, the Bicycle and Pedestrian Advisory Committee reviewed and approved the proposed projects for the use of TDA funds as required by MTC.

 

Applicable General Plan Policies

 

                     Policy T-3.6: Pedestrian Environment. Improve the walkability of all streets in San Leandro through the planning, implementing, and maintaining of pedestrian supportive infrastructure

                     Policy T-3.7: Removing Barriers to Active Transportation. Reduce barriers to walking and other forms of active transportation such as incomplete or uneven sidewalks, lack of wheelchair ramps and curb cuts, sidewalk obstructions including cars parked on sidewalks, trail gaps, wide intersections, and poor sidewalk connections to transit stops

 

Environmental Review

 

The work to be performed is categorically exempt from the California Environmental Quality Act according to Public Resources Code §21084 and CEQA Guidelines Article 19, Section 15301 “Existing Facilities”.

 

Financial Impacts

 

Both the Uncontrolled Crosswalk Enhancement Project and the Annual Sidewalk Program require Council appropriation for expenditures totaling $154,722 into account 150-36-513-5240, and appropriation of revenue totaling $154,722 in account 150-3633 for FY 2027.

 

This Council action will require an appropriation of $154,722 for these two (2) pedestrian safety improvement projects, as well as appropriation for grant revenue reimbursement of $154,722. Reimbursement by MTC will occur following the completion of each project.
