 SUMMARY AND RECOMMENDATIONS

 

Staff recommends that the City Council adopt a resolution that authorizes the City Manager to submit a request to the Metropolitan Transportation Commission (MTC) for the allocation of Fiscal Year 2023-2024 Transportation Development Act (TDA) Article 3 Pedestrian/Bicycle project funding to install pedestrian improvements.

 

BACKGROUND

 

The Local Transportation Fund, which is a one-quarter percent sales tax in Alameda County initiated by the State Legislature, funds the TDA grant program. In the nine-county Bay Area region, the MTC makes TDA Article 3 funds available for pedestrian/bicycle purposes. Each year, the MTC allocates TDA funds to eligible claimants after review of applications from counties and congestion management agencies. Alameda County is responsible for submitting an annual program of projects that are implemented by each local agency in the county. The TDA funds are distributed by population.

 

Analysis

 

Annually, the City applies for TDA funds from the MTC for pedestrian improvements throughout the City. The City is entitled to $141,443 for this next fiscal year (FY 2023-2024). The TDA funds will be used to install pedestrian improvements. The work will be completed as part of the City’s Sidewalk Repair project (2023.0060), which has been expanded to include requested curb ramp installations not associated with street resurfacing work.

Previous Actions

 

                     The City Council annually authorized staff to apply for these funds.

                     On May 16, 2022, by Resolution No. 2022-072, the City Council authorized the filing of a claim with the MTC for allocation of TDA Article 3 funds for FY 2022-2023.

 

Committee Review and Actions

 

                     On April 27, 2023, the Bicycle and Pedestrian Advisory Committee reviewed and approved the proposed project for the use of TDA funds as required by the MTC.

 

Applicable General Plan Policies

 

                     Policy T-3.2: Funding. Maximize the City’s eligibility for funding for bicycle and pedestrian improvements, and aggressively pursue such funding to complete desired projects.

                     Policy T-3.6: Pedestrian Environment. Improve the walkability of all streets in San Leandro through the planning, implementing, and maintaining of pedestrian supportive infrastructure.

                     Policy T-3.7: Removing Barriers to Active Transportation. Reduce barriers to walking and other forms of active transportation such as incomplete or uneven sidewalks, lack of wheelchair ramps and curb cuts, sidewalk obstructions including cars parked on sidewalks, trail gaps, wide intersections, and poor sidewalk connections to transit stops.

 

Environmental Review

 

The work to be performed is categorically exempt from the California Environmental Quality Act according to Public Resources Code §21084 and CEQA Guidelines Article 19, Section 15301 “Existing Facilities”.

 

Financial Impacts

 

MTC allocated $141,443 in TDA funding to the City in FY 2023-2024, with no local match requirement. The funds will be appropriated when a construction contract is awarded, with reimbursement by MTC once the project is complete.

 

This Council action will not impact fund balance because there are funds available in the FY2022-2023 adopted budget.
