SUMMARY
The Monarch Bay Golf Club has building siding that is at the end of its useful life and requires replacement. In addition, new lighting, window awnings, and other enhancements will be included in the project to improve the look of the building, enhance the dining experience, increase customer utilization, and support expanded food and beverage operations and revenue generation opportunities. Newton Construction and Management has been selected, through a cooperative purchasing contract, to manage the project.
RECOMMENDATIONS
Staff recommend that the City Council approve and authorize the City Manager to execute a non-professional services agreement with Newton Construction and Management for clubhouse exterior improvements at Monarch Bay Golf Club to improve facility conditions, enhance guest experience, and support long-term revenue growth within the Golf Enterprise Fund.
BACKGROUND
The Tony Lema clubhouse was originally constructed in 1974 as a 6,039-square-foot facility serving core golf operations, including a golf shop, offices, cart storage, and locker rooms. In 1988, the facility was expanded to over 9,000 square feet to support food and beverage operations, including the addition of a kitchen, dining areas, and banquet space, along with a separate 3,400-square-foot electric cart storage building.
The clubhouse serves as a key revenue-generating asset within the City’s Golf Enterprise Fund, supporting food and beverage service, events, and community use.
Today, portions of the facility have reached the end of their useful life. The existing wood shingle siding, now nearly 40 years old, requires replacement. Upgrading to James Hardie Artisan fiber cement siding will significantly improve durability, reduce long-term maintenance costs, and better protect the building from weather exposure.
Additionally, the clubhouse currently lacks adequate storage, resulting in the use of a 1,000-square-foot open-air service yard for tables, chairs, and other equipment. To improve operational efficiency and preserve usable clubhouse space for revenue-generating activities, Staff propose the installation of a Tuff Shed within this area to provide secure, dedicated storage, allowing interior space to be better utilized for dining, events, and customer-facing functions.
Sourcewell posted Invitation for Bids #CA-101723, for the procurement of the contract used for this project on September 12, 2023. Newton Construction and Management was a responsive bidder and entered into contract CA-R5-GB-101723-NCM on December 6, 2023. The Sourcewell contract expires on December 5, 2026, unless extended.
Analysis
The scope of work for the project includes:
• Installation of new Hardie Artisan Square Channel fiber cement siding on all exterior walls
• Framing for a new pass-through window for to go orders to support increased food and beverage sales and service efficiency
• Installation of sconce light fixtures on building exterior and associated electrical work
• Installation of new custom canvas awnings with Monarch Bay Golf logos
• Exterior building painting
• Installation of a new Tuff Shed for storage
• All necessary site preparation, demolition and cleanup work
These improvements are aligned with ongoing efforts to modernize the clubhouse, enhance curb appeal, and support a more competitive and inviting food and beverage operation capable of attracting golfers, event rentals, and non-golf patrons.
The timeline for construction is three months pending execution of the contract with Newton Construction and Management. We estimate that the project will be concluded in early Fall 2026.
Financial Impacts
Sufficient funds are included in the adopted FY 2026 budget for the clubhouse building exterior improvements:
• Golf Operations Fund, Account 596-56-115: $620,036
This Council action will not impact fund balance because there are funds authorized in the adopted FY 026 budget.
The Monarch Bay Golf Course operates as an enterprise fund and does not receive General Fund support. All operating and capital costs are supported through revenues generated by golf operations, including green fees, food and beverage sales, and event rentals.
As part of this self-sustaining model, these improvements are expected to contribute to increased revenue through enhanced food and beverage operations, improved event and banquet utilization, and overall increased customer activity at the facility, supporting ongoing financial stability without reliance on General Fund resources.
