Title
Resolution Approving and Authorizing the City Manager to Execute An Agreement With Flock Safety To Install Fixed Community Safety Cameras that have Automated License Plate Readers (ALPR) In An Amount Not To Exceed $250,000
Staffreport
SUMMARY AND RECOMMENDATIONS
Community Safety Cameras that have Automated License Plate Reader (ALPR) capabilities will provide the San Leandro Police Department with video evidence to solve crimes. Additionally, research indicates cameras serve as a crime deterrent. Flock Safety will install fixed Community Safety Cameras where crime has historically been concentrated. Staff also recommends City Council make a sole source finding under Cal. Public Contract Code section 3400(c)(1) and San Leandro Municipal Code section 1-6-315 in order that a field test be made to determine suitability for future use and to match other products in use.
BACKGROUND
Staff was directed to explore and develop a plan to implement fixed Community Safety Cameras that have Automated License Plate Readers (ALPR) and to determine locations throughout the City where set Community Safety Cameras could deter and solve crimes.
Community Safety Cameras enhance crime prevention and criminal investigations by discouraging criminals, alerting law enforcement to stolen or wanted vehicles, and providing investigators with data on vehicles located within specified areas of the City of San Leandro.
Flock will deploy their movable Community Safety Cameras at forty-one (41) intersections at various locations where crime has historically been concentrated. Flock’s Community Safety Cameras that have ALPR capabilities are solar/battery-powered and can be moved if needed. The default retention period for data captured by Flock cameras is thirty (30) days, using Flock's Criminal Justice Information Service (CJIS) compliant cloud storage. However, the San Leandro Police Department (SLPD) will purge the data after fifteen (15) days, except as outlined in the policy. The SLPD accesses data through Flock's proprietary software, and subscribers have exclusive control with whom data is shared.
ANALYSIS
Flock Safety (Flock) Community Safety Cameras that have Automated License Plate Reader (ALPR) capabilities were selected based on many attributes, including: 1) coverage of two travel lanes with a single camera; 2) the use of a battery and solar power system that reduces costs; 3) portability so that SLPD can adjust deployment based on future crime trends; and 4) easy to use data storage and retrieval. Flock’s Community Safety Cameras have a set price of $2,500 per camera per year, with a two-year service contract. The cost of the agreement includes all cellular data, cloud storage, software, licensing fees, and installation. The total cost for 41 Flock cameras is estimated to be $250,000 over a two-year period and will fund two years of camera use.
FISCAL IMPACTS
This Asset Forfeiture Fund project will not exceed a cost of $250,000 over a two-year period, which requires no adjustment to the FY2021-2022 or FY 2022-2023 Adopted Budget. (Account number 146-21-017-7510).
Project costs include:
1) The purchase and installation of all equipment.
2) Two years of operating expenses including licensing and software maintenance fees.
BUDGET AUTHORITY
Staff anticipate completing the purchase and initiating services in this fiscal year. On-going annual costs are estimated to not exceed $115,000.
• Fiscal Year 2021-2022 costs estimated not to exceed $135,000
