SUMMARY

 

The City of San Leandro was selected by the Alameda County Area Agency on Aging (AAA) for Family Caregiver Support Program funding to expand caregiver support services through Senior Services. The anticipated contract start date is January 1, 2027, resulting in $57,500 in grant funding for the final six months of FY 2027. Including up to three one-year renewals, the City anticipates potential cumulative grant funding of up to $432,500 through FY 2030, subject to continued County funding, satisfactory performance, and required approvals.

 

RECOMMENDATIONS

 

Staff recommend that the City Council adopt the Resolution to:

 

1. Accept and appropriate $57,500 in Alameda County AAA Family Caregiver Support Program grant funding for FY 2027 to the Special Grants Fund, Senior Services Program; and

 

2. Authorize the City Manager, or designee, to execute the initial Alameda County Family Caregiver Support Program agreement and up to three one-year renewals, for cumulative funding not to exceed $432,500, including related amendments and documents necessary to implement the program.

 

BACKGROUND

 

The Recreation and Parks Department provides senior services at the Senior and Marina Community Centers.  The Age-Friendly Action Plan and patrons’ input identified caregiver support as a community need. The Alameda County AAA Family Caregiver Support Program, funded under Title IIIE of the Older Americans Act, supports unpaid caregivers through information, access assistance, support services, respite care, and supplemental services.

 

Analysis

Grant funding will expand caregiver information and assistance, case management, outreach, training, support groups, and other eligible caregiver support services. The anticipated funding schedule is $57,500 in FY 2027 (six months), $120,000 in FY 2028, $125,000 in FY 2029, and $130,000 in FY 2030, for total potential funding of $432,500.

 

The RFP provides for an initial contract term with up to three (3) additional one-year renewals, contingent upon satisfactory performance, continued availability of funding, and required County approvals. Authorizing the City Manager, or designee, to execute the initial agreement and renewals will avoid a separate Council action solely for each annual renewal, unless the grant exceeds the authorized amount, requires an additional City appropriation, or materially changes the approved program scope.

 

The RFP requires a minimum 25% program match and monthly program and expenditure reporting. The City will satisfy the required match from existing appropriations within each applicable fiscal year's adopted budget; no additional matching appropriation is requested with this action.

Previous Actions

 

                     May 8, 2026 - The City submitted a proposal for the Alameda County AAA Family Caregiver Support Program.

 

                     June 24, 2026 - Alameda County issued a Notice of Intent to Award, pending successful contract negotiations and approval by the Alameda County Board of Supervisors.

 

Legal Analysis

 

The City Attorney will review the final grant agreement as to form before execution by the City Manager or designee.

 

Financial Impacts

 

This action will appropriate $57,500 for FY 2027 from Alameda County AAA Caregiver Family Support Program grant funds for 2027 in the Special Grants Fund, Senior Services Program. Grant revenues will offset eligible program expenditures from January through June 2027.

 

Fiscal Year 2027 (6 months): $57,500

Fiscal Year 2028: $120,000

Fiscal Year 2029: $125,000

Fiscal Year 2030: $130,000                                                                                    

Total Potential Grant Funding: $432,500

 

Future-year grant amounts are anticipated and subject to continued County funding, satisfactory performance, contract renewal, and required approvals. Staff will incorporate applicable future-year grant revenues and expenditures into the City's annual budget process. The required 25% match will be provided through existing General Fund appropriations within the Senior Services budget; therefore, no additional General Fund appropriation is required.
