SUMMARY

 

The City of San Leandro (City), as a recipient of the Prohousing Designation, is eligible to apply for up to $1,000,000 in Prohousing Incentive Program (PIP) funding from the California Department of Housing and Community Development (HCD).

 

RECOMMENDATIONS

 

Adopt a resolution to authorize submittal of an application for and receipt of PIP funds.

 

BACKGROUND

 

On August 1, 2024, HCD awarded the City with the Prohousing Designation for making a demonstrated commitment to dismantling barriers to housing development at all income levels. The City’s score of 64 points tied as the fourth highest of 50 California cities and is more than double the minimum score of 30 points. 

 

By earning the Prohousing Designation, the City receives priority access to PIP funding, which can be used to support affordable housing activities. HCD released the Notice of Funding Availability (NOFA) for the third round of PIP grants in August 2024 and applications are due by December 31, 2024. The application requires the City Council to adopt a resolution approving receipt of PIP funding using standardized language that meets the State's requirements. 

 

Analysis

 

The City’s high Prohousing Designation score makes it particularly competitive for PIP funding. If the application is successful, Staff anticipate using the funds for the following eligible activities:

                     Assisting persons who are experiencing or at risk of homelessness, including providing rapid rehousing, rental assistance, navigation centers, emergency shelters, and the new construction, rehabilitation, and preservation of permanent and transitional housing

                     Grant administration

 

Upon receiving an award from HCD, the City will determine eligible projects. In order to access PIP funding, the City Council must adopt a resolution approving receipt of a PIP grant using standardized language that meets the State's requirements. 

 

Previous Actions

 

City Council adopted Resolution No. 2024-014 on February 20, 2024, which authorized the City’s application and participation in the Prohousing Designation Program.

 

Financial Impacts

 

The City is eligible to receive up to $1,000,000 in PIP funding, which will be issued as a grant.
