SUMMARY AND RECOMMENDATIONS
Staff recommends acceptance of the work by Fanfa, Inc., filing of the Notice of Completion, release of the performance and payment bonds, and release of the maintenance bond upon completion of the one year maintenance period.
BACKGROUND
In the 2010-2011 fiscal year budget, nine projects, including the Stenzel Park Drainage Project, were approved for use of East Bay Regional Park District (EBRPD) Measure WW Park Bond funds as part of the Capital Improvement Program.
City Staff noted that rainwater ponded at the northwest portion of ball field #2 at Stenzel Park. This on-going issue, which occurred each winter, reduced the usability of the field and created maintenance problems.
This project removed the turf and the upper layer of soil in the ponding area and installed an underground drainage system to increase the field's tolerance for water. The surface was repaired with new top soil and sod.
Analysis
This project installed the above described improvements at Stenzel Park. Work was performed in compliance with the contract documents and is now complete.
A fence will remain around the new sod until mid-January 2014 to protect it from damage while it becomes established.
Previous Actions
· On February 17, 2009, by Resolution No. 2009-023, the City Council approved a resolution authorizing the application for local grant funds from EBRPD under Measure WW, the Park Bond Extension
· On June 3, 2013, by Resolution No. 2013-075, the City Council approved a resolution approving Plans and Specifications and Calling for Bids
· On July 15, 2013, by Resolution No. 2013-110, the City Council approved a resolution awarding the construction contract to Fanfa, Inc.
Applicable General Plan Policies
This project is consistent with General Plan Goal No. 21 - Rehabilitation of existing parks.
Environmental Review
The project was determined Categorically Exempt under the California Environmental Quality Act (CEQA) pursuant to Section 15061(b)(3). A notice to this effect was filed with the County on March 26, 2010.
Fiscal Impacts
The total cost of this project is $179,000. A summary of the cost of the construction contract with Fanfa, Inc. is tabulated below.
Original Contract: $119,410.25
Change Orders: $ 15,064.59
Total Contract Amount: $134,474.84
Budget Authority
The project was funded using Measure WW bond funding in account 150-62-114, approved as part of the 2010-2011 CIP Budget.
