Adopt a Resolution to Declare the Results of the Special Municipal Election Held on Tuesday, June 2, 2026

Staffreport

SUMMARY

A special municipal election was held on Tuesday, June 2, 2026, for the purpose of submitting to the voters a proposed ballot measure to make a Charter amendment for the transition to a district-based elections system pursuant to the California Voting Rights Act (Measure F). A resolution is required to declare the results of the election.

RECOMMENDATIONS

Staff recommend the City Council adopt the Resolution to declare the results of the June 2, 2026 special municipal election.

BACKGROUND

On February 2, 2026, the San Leandro City Council adopted Resolution No. 2026-011, calling a special municipal election to be held June 2, 2026, and requesting that the Alameda County Board of Supervisors permit the consolidation of the City's election with the Statewide Primary Election held on the same date.

The purpose of the special municipal election was to submit to the voters a proposed Charter amendment measure for the City’s transition to a district-based elections system pursuant to the California Voting Rights Act (Measure F).

As required by the Elections Code, an official canvass of the votes was performed by the Alameda County Registrar of Voters, and a Certificate of the Election was provided to the City. The total number of votes cast upon Measure F is noted below:

Measure F
YES                     14,851
NO
                     2,155

Because Measure F received a majority of yes votes cast (50% + 1), the measure has passed.

Summary of Public Outreach Efforts

The City Clerk’s Office maintains a webpage of election-related information that includes information on measures, ballot measure arguments, and voting in local elections. Additionally, a Notice of Election was published in English in the Daily Review; published in Chinese in the Sing Tao Daily; and published in Spanish in Vision Hispana.

Financial Impacts

There are no financial impacts associated with adopting the Resolution to declare the election results. Sufficient funds are available in the FY 2027 budget to pay for the special election, which is estimated to be $8 to $10 per registered voter in San Leandro, or about $414,488 to $518,110 with 51,811 registered voters.
