SUMMARY AND RECOMMENDATIONS
Staff recommends that the City Council approve and authorize the City Manager to execute Amendment No. 6 to a Non-Professional Services Agreement with Del Conte’s Landscaping, Inc. to provide monthly median maintenance and weed abatement services in City right-of ways.
BACKGROUND
On August 31, 2015, the Public Works Department issued Request for Proposals (RFP) 55026 for Citywide median maintenance. Four firms submitted proposals deemed responsive to the RFP. After review by a committee of internal staff, the five proposals were ranked and Pacheco Brothers Gardening, Inc., a Hayward-based firm, was selected based on the firm’s highest score and the second lowest bid price. The City entered into a contract with Pacheco Brothers Gardening, Inc. on March 1, 2016.
Amendment No. 1 extended the Non-Professional Services Agreement through June 30, 2018 and allowed the City Manager to extend the contract annually for three additional years by contract amendment. The subsequent year, Amendment No. 2 noted that the company name had changed to Del Conte’s Landscaping, Inc.
Analysis
If authorized, the existing contract will be extended for Fiscal Year (FY) 2021-2022 in the amount of $204,987.36. The new contract price reflects a 3% increase over the prior fiscal year. Services include maintenance of medians and other right-of-way landscapes, and/or weed abatement in forty-eight (48) distinct locations throughout the City including major streets such as E. 14th Street, Davis Street, Marina Boulevard, San Leandro Boulevard, Doolittle Drive, and Macarthur Boulevard. Services include mowing, plant trimming, irrigation monitoring and repair, litter abatement, and weed abatement. The contract will extend through June 30, 2022.

Fiscal Impacts
The amendment to the agreement will cost $204,987.36 for FY 2021-2022. The amendment will be funded by the City Council adopted budget for FY 2021-2022 in account 010-33-053-5340.
