SUMMARY
The City has an existing Project Funding Agreement (PFA) with Alameda County Transportation Commission (Alameda CTC) for the Fairway Drive Traffic Calming Project. Although the grant award was previously accepted by Council Resolution No. 2023-75, the grant and local match funds were not appropriated at that time. In addition, unanticipated costs for the design and UPRR review of improvements at the at-grade railroad crossing require additional funding. This action appropriates the grant funds and the additional funding needed to address the railroad requirements.
RECOMMENDATIONS
Staff recommends that the City Council authorize the City Manager to appropriate $58,000 in special grant funds and an additional $35,319 of Capital Reserve funds for the design and analysis of the at-grade railroad crossing for the Fairway Drive Traffic Calming Project 2023.4200.
BACKGROUND
The Alameda County Transportation Commission (Alameda CTC) administers funding programs consisting of Vehicle Registration Fee, Measure BB, Transportation Fund for Clean Air, and Federal One Bay Area Grant Programs for projects and programs that benefit the Alameda County transportation system. The Comprehensive Investment Plan (CIP) is Alameda CTC's near-term strategic planning and programming document through which fund sources administered by Alameda CTC are programmed through a consolidated process to maximize investments towards critical transportation infrastructure and program operations needs that are essential for developing and maintaining the county's transportation system.
The City was awarded grant funding and entered into a Project Funding Agreement (PFA) with Alameda CTC as part of its 2023 CIP for the design of the Fairway Drive Traffic Calming Project (Project) in June 2023 by City Council Resolution No. 2023-075.
The Project proposes to improve the existing Class II bike lanes on Fairway Drive between Doolittle Drive and Nicholson Street by converting them into Class IV separated bike lanes. The enhanced bicycle facilities will create a more comfortable and safer experience for bicyclists traveling to and from the Marina. The Project design is currently underway.
Analysis
In FY 2023-2024, Alameda CTC allocated $58,000 in local grant funding to the City. By Resolution No. 2023-075, the City accepted the grant award, but no action was taken to appropriate the funds.
During the design process, Union Pacific Railroad (UPRR) and the California Public Utilities Commission (CPUC) recommended additional analysis near the at-grade railroad crossing on Fairway Drive. To accommodate this additional analysis, the City entered into a design review agreement with UPRR for up to $40,000. Staff estimates that an additional $58,325 will also be required to fund the supplemental design effort needed to satisfy added requirements stemming from UPRR’s design review of the at-grade railroad crossing.
Considering the $58,000 grant award and the budgeted $65,000 from the FY 2025-2026 CIP fund, an additional $35,319 in funding is needed to cover the original design cost, UPRR design review and supplemental at-grade railroad crossing design analysis.
Previous Actions
On June 20, 2023, by Resolution No. 2023-75, the City entered into a PFA with Alameda CTC to accept $58,000 in grant funds.
Committee Review and Actions
• On July 20, 2022, the Bicycle & Pedestrian Advisory Commission (BPAC) reviewed the Project as part of five applications submitted to the Alameda CTC for their 2023 CIP
• On April 29, 2025, the BPAC reviewed the on-going design of the Project
Applicable General Plan Policies
• Policy T-3.1: Citywide Bikeway System. Develop and maintain a bikeway system that meets the needs of both utilitarian and recreational users, reduces vehicle trips, and connects residential neighborhoods to employment and shopping areas, BART stations, schools, recreational facilities and other destinations throughout San Leandro and nearby communities.
Environmental Review
The work to be performed is statutorily exempt from the California Environmental Quality Act according to Public Resources Code §21085.25(b)(1) and CEQA Guidelines Article 19, Section 15301 “Existing Facilities”.
The City has filed an Environmental Declaration for a Notice of Exemption to Alameda County and California Governor’s Office of Planning & Research (OPR) State Clearing House (SCH) for the subject Project
Financial Impacts
This Council action will not impact the General Fund balance as sufficient funds are available in the FY2025-2026 Capital Improvement Program Adopted Budget.
