SUMMARY
The City was awarded federal grant funding from the CalTrans Highway Safety Improvement Program (HSIP) for the Uncontrolled Crosswalk Enhancements Project (Project). To receive the grant funds for the design phase, the City must execute a Program Supplement Agreement with the State.
RECOMMENDATIONS
Staff recommend approval of a resolution authorizing the City Manager to execute Program Supplement Agreement No. F033 to accept grant funds, and appropriate $339,570 in Highway Safety Improvement Program grant funding.
BACKGROUND
Highway Safety Improvement Program
The Highway Safety Improvement Program (HSIP), codified as Section 148 of Title 23, United States Code (23 U.S.C. §148) is one of the core federal-aid transportation programs. The purpose of the HSIP program is to achieve a significant reduction in traffic fatalities and serious injuries on all public roads, including non-State-owned public roads and roads on tribal land.
The City applied for an HSIP grant and was awarded $1,834,560 in federal funding under HSIP Cycle 12 for the Project to install crosswalk safety enhancements at seven uncontrolled crosswalks in San Leandro. The locations of these enhancements are as follows:
1. Manor Boulevard and Crosby Street
2. Manor Boulevard and Thoits Street
3. Dutton Avenue and Arbor Drive
4. Farnsworth Street and Devonshire Avenue
5. 150th Avenue and Lark Street
6. East 14th Street and Lorraine Boulevard
7. Farnsworth Street and Chapel Avenue.
Locations (1) through (4) will receive rectangular rapid flashing beacons (RRFBs); Locations (5) and (6) will receive pedestrian hybrid beacons (PHBs); and Location (7) will receive crosswalk enhancements. The grant funds will support the design and construction phases of the Project.
Analysis
Highway Safety Improvement Program
The Project will implement enhancements to address the City’s adopted Local Roadway Safety Plan (LRSP), specifically San Leandro Collision Profile #8, ‘Pedestrian Crossing at Unsignalized Intersections,’ which notes that 24% of pedestrian injury collisions occurred at an intersection without a traffic signal. Project locations were selected based on pedestrian collision history and will be designed using the United States Department of Transportation (USDOT) Federal Highway Administration’s (FHWA) Proven Safety Countermeasures to reduce roadway fatalities and serious injuries at uncontrolled crosswalks in the City.
CalTrans has recently approved $1,834,560 in federal HSIP funding for design and construction. Out of the total project cost of $2,038,400, the City is required to provide a ten percent (10%) local match, or $203,840. The Project will design and install uncontrolled crosswalk improvements at the seven (7) intersections listed above. The City will be responsible for the operations and maintenance of all improvements except for Location 6 at the intersection of East 14th Street and Lorraine Boulevard, which is within CalTrans right-of-way. CalTrans will assume operation and maintenance of the improvements at this location once the Project is complete.
Staff will proceed with the Project’s design phase after City Council approves this Resolution that authorizes the City Manager to execute the Program Supplement Agreement No. F033. The design phase is estimated to cost $377,300, with $339,570 funded by the HSIP grant and the City providing the required local match of $37,730 (HUTA). Following completion of the design phase, the City must execute a second Program Supplement Agreement with CalTrans for the construction phase before any work in that phase can begin.
Applicable General Plan Policies
• Policy T-3.2 Funding: Maximize the City’s eligibility for funding for bicycle and pedestrian improvements and aggressively pursue such funding to complete desired projects
• Policy T-3.7.C - Pedestrian and Bicycle Crossing Improvements: Improve crossings for pedestrians and cyclists at intersections in the City through the use of variable pavement materials, small curb radii, bulb outs, street trees and landscaping near corners, and other measures that shorten pedestrian crossings or increase driver awareness of non-vehicle traffic
• Policy T-7.2 - Capital Improvements: Identify capital improvements and other measures that improve the safety of bicyclists, pedestrians, and motor vehicles on San Leandro streets
Environmental Review
The Project will be required to undergo environmental review and obtain environmental clearance in accordance with the National Environmental Policy Act (NEPA).
Board/Commission Review and Actions
• On November 18, 2025, the Project was presented to the Bicycle and Pedestrian Advisory Commission
• On December 11, 2025, the Project was presented to the City Council Facilities and Transportation Committee
Financial Impacts
The total cost of the Project is $2,038,400. The HSIP grant will provide $339,570 for the design phase and $1,494,990 for the construction phase of the Project.
This Council action will not impact the City’s General Fund because the required local match of $37,370 for design phase has been budgeted with the Highway User Tax Account (HUTA) in the FY 2026 budget. The budget of the design cost, as follows:

There will be a separate Council Action for appropriating the grant fund and local match fund for the construction phase of the Project. As the construction phase is anticipated to start in fiscal year 2027, the local match of $166,110 for construction will be budgeted in the FY 2027 Capital Improvement Project (CIP) Plan, as follows:
