SUMMARY AND RECOMMENDATIONS

 

Staff recommends that the City Council accept the work for the West Juana Pedestrian Improvement Project and authorize the City Manager to file the Notice of Completion, release the performance and payment bonds and release the maintenance bond upon successful completion of the one-year maintenance period.

 

BACKGROUND

 

Construction work on the West Juana Pedestrian Improvement Project is complete.  This project included two construction contracts, one for the installation of electronic bicycle lockers at the San Leandro BART station and one for the streetscape work involving the construction of sidewalk bulb outs, decorative crosswalks, and storm drain improvements on West Juana Avenue. As West Juana Avenue is an important pedestrian connector street between the San Leandro BART Station and Downtown San Leandro, this project is listed as a high priority in the San Leandro Bicycle and Pedestrian Master Plan and is consistent with the City’s Transit Oriented Development (TOD) Strategy. 

 

Measure B Bicycle/Pedestrian Countywide Discretionary Funds, a Regional Measure 2 (RM2) grant and a Transportation Fund for Clean Air (TFCA) grant funded the project. These grants covered 78% of the project cost.

 

The electronic bicycle locker work was bid and completed first and has been accepted.  The streetscape work was bid second and is the subject of this Council action. The project constructed sidewalk improvements along West Juana Avenue, including bulb outs, enhanced decorative crosswalks, Americans with Disabilities Act (ADA) compliant ramps and storm drain improvements.

 

The project did not incorporate new pedestrian level street lights as was originally envisioned due to the desire to construct the project within budget. To mitigate the change, the existing street lights were upgraded with brighter bulbs to provide improved levels of illumination and staff continues to explore grant sources for installation of the pedestrian level lights in the future.

 

Analysis

Construction is complete. The work was inspected and deemed to comply with the contract documents and City standards.

 

With the successful implementation of this project, the City has improved the pedestrian environment on this major pedestrian corridor between Downtown San Leandro and the San Leandro BART station. In addition, the successful completion of this project has also advanced City’s vision in the TOD strategy, as well as the directives of the San Leandro Bicycle and Pedestrian Master Plan.

 

Previous Actions

 

                     On April 18, 2016, by Resolution No. 2016-045, the City Council approved an additional appropriation of $60,000 from the Measure B Bicycle and Pedestrian fund in account 144-36-294.

 

                     On September 18, 2015, by Resolution No. 2015-153, the City Council authorized the City Manager to negotiate and approve individual change orders up to 10% of the original contract amount; and authorized the City Manager to negotiate and approve cumulative change orders up to 25% of the original contract amount for existing construction projects, including West Juana Pedestrian Improvements.

 

                     On June 1, 2015 by Resolution No. 2015-102, the City Council awarded the construction contract to McGuire and Hester.

 

                     On April 20, 2015 by Resolution No. 2015-081, the City Council requested RM2 grant funds for the construction phase of this project.

 

                     On September 14, 2014 by Resolution No. 2014-100, the City Council authorized the City Manager’s Execution of a Grant Funding Agreement for Transportation Fund for Clean Air (TFCA) funding and the City’s commitment to install bicycle lockers at the San Leandro BART station.

 

                     On October 7, 2013 by Resolution No. 2013-131, the City Council made a commitment to the grant terms, approved a project status report, and requested Regional Measure 2 (RM2) grant funds for the design phase of this project.

 

                     On June 17, 2013 by Resolution No. 2013-087, the City Council authorized the City Manager’s Execution of a Grant Funding Agreement for Measure B Funding, Committing the City to Spend the Necessary Matching Funds and Providing City Assurance to Complete the West Juana Pedestrian Improvements Project.

 

Applicable General Plan Policies

 

This action is consistent with Transportation Goal No. 14 of the General Plan and Action Item 14.07:  Pedestrian Environment.

 

Environmental Review

 

This project was deemed categorically exempt per California Environmental Quality Act (CEQA) Section 15301(c) - Existing Facilities.  A Notice of Exemption was filed with the Alameda County Clerk-Recorder’s Office on August 21, 2014.

 

Summary of Public Outreach Efforts

 

This project was advertised on March 20, 2015 in the Daily Review as well as in three other newspapers whose circulation reflects the diversity of San Leandro.  Staff also notified contractors interested in working with the City via email and sent plans to fifteen plan rooms.

 

The contractor provided notification door hangers to properties adjacent to the project immediately before work began.

 

Fiscal Impacts

 

The total cost of this project including design, bid, construction, inspection, and construction administration is $1,041,000. The construction cost for the installation of the bicycle lockers at San Leandro BART Station by eLock Technologies, LLC was $93,854.94.

                     $110,000 Measure B Bicycle and Pedestrian funds in account 144-36-294 appropriated as part of the Fiscal Year 2010-11 budget and via Resolution No. 2016-045.

                     $346,000 Measure B project funds in account 144-39-023 appropriated via Resolution No. 2013-087.

                     $40,000 Regional Measure 2 grant funds in account 150-36-294 appropriated via Resolution No. 2013-131.

                     $360,000 Regional Measure 2 grant funds in account 150-36-294 appropriated via Resolution No. 2015-170.

                     $70,000 TFCA grant funds in account 150-38-364 appropriated via Resolution No. 2014-100.

                     $115,000 Measure B Funds, Local Streets and Roads, Account No. 144-38-384, appropriated in account 144-38-340 as part of the Fiscal Year 2012-13 budget and moved to this account by budget adjustment 04-025.
