SUMMARY & RECOMMENDATIONS
Staff recommend the City Council approve and authorize the City Manager to execute Consulting Services Agreements (CSA), with 4Leaf, Active Wayz, Alpha CM, Freyer & Laureta, Haley & Aldrich, MNS Engineering, NCE, Ninyo & Moore, and PCG in amounts not to exceed $1,500,000 over a three-year period with each firm. The consultants will provide civil engineering, construction management, and inspection support services for various Public Works Department projects.
BACKGROUND
The Public Works Department is responsible for evaluating, planning, designing, procuring, integrating, and implementing a wide range of infrastructure projects throughout the City of San Leandro. Demand for Public Works services has increased significantly in recent years, placing additional pressure on staff resources and project delivery timelines.
To maintain timely and efficient project delivery of both new and existing infrastructure,
City supplements in-house resources by engaging qualified consultants. This approach provides flexibility and access to specialized expertise to meet varying workload demands.
Analysis
In accordance with the City’s Purchasing Guidelines, Staff issued a Request for Qualifications (RFQ) in early 2026 for various on-call contractual services. The RFQs specified that selection would be made based on quality and completeness of submissions as well as a firm’s experience with engagements of similar scope and complexity, satisfaction of previous clients, and proposed rate schedules. Professional services sought through the RFQ process include: Civil Engineering Design, Construction Management, Construction Inspection and Materials Testing to support Public Works Department projects. These consultants will augment City staff on an as-needed basis, providing support across a range of related activities and projects.
Consulting services may include:
• Planning, design, and CAD drafting for civil engineering projects
• Design of pedestrian and bicycle facilities as well as support on transit-related improvements
• Grant application assistance
• Construction Inspection
• Materials Testing
• Construction management
The City received more than twenty (20) Statements of Qualifications in response to the RFQ. From the pool of consultants evaluated, three consultants were selected for each of the three service categories in the RFQ; however, the terms of the agreements will allow the City to have access to each firm’s full range of services and expertise.
Staff recommend approval of Consulting Services Agreements with nine different consulting firms as indicated below.

These consultants have expertise in the fields of roadway improvements, bicycle and pedestrian safety, storm drain and sewer systems, geotechnical hazards, public works and building inspections, and material testing.
All agreements will be for a three-year term beginning on July 1, 2026, and expiring on June 30, 2029, each with a total Not-to-Exceed amount of $1,500,000 over the three-year term.
Staff will issue a blanket purchase order to each consulting firm. As project needs arise, tasks will be assigned based on each firm’s area of expertise. Consultant costs will be charged to specific projects with approved appropriation. This approach provides the flexibility needed to efficiently and expeditiously deliver CIP projects.

Applicable General Plan Policies
• Policy T-2.2 Context Sensitive Design. Be sensitive to local conditions when planning and implementing street improvement projects. The City will work with residents, businesses, and other stakeholders to improve streets in a way that creates a stronger sense of place.
• Policy T-3.2 Funding. Maximize the City’s eligibility for funding for bicycle and pedestrian improvements, and aggressively pursue such funding to complete desired projects.
• Policy T-5.3 Maintenance. Regularly maintain City streets and traffic control devices to ensure that streets operate safely and efficiently. The City will strive for an overall Pavement Condition Index of 76, which is the lower limit of industry best practices.
• Policy T7.2 Capital Improvements. Identify capital improvements and other measures which improve the safety of bicyclists, pedestrians, and motor vehicles on San Leandro streets.
• Policy T7.7 Funding. Pursuing grants for the improvement of pedestrians, bicycles, and motor vehicle safety, including a greater focus on traffic law and speed enforcement.
Financial Impacts
This Council action will not have any financial impact to the General Fund, since Consultant costs will only be charged to projects with approved funding appropriation.
