SUMMARY AND RECOMMENDATION
Staff recommend that the City Council adopt a resolution to amend the City-wide Master Salary Schedule to add the newly created Water Pollution Environmental Compliance Inspector I/II classification and revise the titles of Environmental Protection Specialist I/II and Environmental Protection Supervisor to Hazardous Materials Specialist I/II and Hazardous Materials Supervisor.
These new and updated classifications support a strategic realignment of highly specialized environmental regulatory programs associated with the Certified Unified Program Agency (CUPA). These changes will establish distinct and separate organizational units for CUPA and Pretreatment functions and align them with the departments most closely connected to their regulatory missions. It also improves alignment with state and federal regulatory requirements, enhances service delivery, and supports effective recruitment and retention.
BACKGROUND
The current classifications of Environmental Protection Specialist I/II and Environmental Protection Supervisor are responsible for CUPA regulatory oversight of hazardous materials, and pretreatment and stormwater regulations relating to industrial discharges and illicit discharges to the storm sewer.
Since pretreatment, stormwater and CUPA have distinct regulatory programs with separate statutory authorities, technical knowledge bases, and professional career paths, the organizational strategy is to establish separate classifications and organizational units. Each program has well-defined comparables across other jurisdictions, enabling clearer job descriptions, more accurate compensation analysis, and improved recruitment outcomes.
• The new job classification of Water Pollution Environmental Compliance Inspector I/II will focus on pretreatment tasks and regulatory requirements, and stormwater illicit discharge regulations. The proposed salary for the Water Pollution Environmental Compliance Inspector I will be set at $8,157 - $9,915 per month and the Water Pollution Control Environmental Compliance Inspector II will be set at $8,994 - $10,932 per month.
• The Environmental Protection Specialist I/II and Environmental Protection Supervisor classifications will be revised to Hazardous Materials Specialist I/II and the Hazardous Materials Supervisor and will focus on CUPA responsibilities, hazardous materials and industrial discharge regulations. The salary for these classifications will remain unchanged.
The City has presented these classification specification changes with the affected bargaining group to agreement.
As required by California Code of Regulations (CCR) §570.5, upon City Council approval, the Master Salary Schedule will be made publicly available on the City’s website.
Board/Commission Review and Actions
At its meeting on January 15, 2026, the Personnel Relations Board approved the new classification Water Pollution Environmental Compliance Inspector I/II and revisions to the Hazardous Materials Specialist I/II and Hazardous Materials Supervisor classifications.
Financial Impacts
There is no financial impact to these amendments to the Master Salary Schedule. Sufficient funds are included in the Fiscal Years 2026-2027 Environmental Services Fund (Fund 594) budget for these reorganizational changes. This Council action will not impact fund balance because there are funds available in the FY 2026 and FY 2027 adopted budget.
