SUMMARY AND RECOMMENDATION
Adopt a Resolution to Approve and Authorize the City Manager to Execute Amendment No. 1 to the Consulting Services Agreement with Robert Half International Inc. (File No. 25-447) to add $60,000 to the original agreement, for a new total not to exceed amount of $310,000, and extending the agreement term through June 30, 2027.
BACKGROUND
The City first engaged Robert Half International Inc. in March 2022 to temporarily fill administrative vacancies in the Information Technology department and City Clerk division. As additional administrative staffing needs emerged in the Police Department, Information Technology, and other City departments throughout 2022 and 2023, the City continued to utilize staffing services from Robert Half. In 2024, City Council authorized staff to execute agreements with Robert Half for services related to the Enterprise Resource Planning (ERP) Project.
On October 6, 2025, the City Council approved a new Consulting Services Agreement (File No. 25-447) with Robert Half International Inc. for an amount not to exceed $250,000 for FY 2026.
The current agreement term runs through June 30, 2026. Given that the Information Technology Department's active workload extends into FY 2027, this Amendment No. 1 adds funding and extends the agreement term through June 30, 2027 to ensure continuity of services.
Analysis
To maintain effective IT operations and service delivery, the Information Technology Department requires continued consulting support to advance active application projects. Current project work includes implementation support and ongoing administration of the Accela permitting system and other enterprise application initiatives. An additional $60,000 is required to provide consulting resources in support of these projects, with the amended agreement term running through June 30, 2027.
The proposed amendment with Robert Half for ongoing professional services is necessary to meet the complexities of supporting large, enterprise-grade software platforms, such as Accela. As the software system deployments mature and business processes evolve, the volume of ongoing enhancements and requirements continues to increase rapidly. Robert Half offers specialized expertise across a broad range of technology solutions.
This partnership with Robert Half provides quick access to a deep bench of experts, helping the IT Department remain flexible and responsive as City departments’ priorities shift over time.
Financial Impacts
The additional $60,000 will be funded from the Information Technology Internal Service Fund. Sufficient funds are available in the adopted budget for Fiscal Year 2027 to cover this obligation.

Total $310,000
This Council action will not impact fund balance because there are funds available in the FY 2027 adopted budget.
