SUMMARY

 

Staff will present the Draft Capital Improvement Program (CIP) 10 Year Plan FY 2026 through FY 2035 (CIP Plan), which contains recommendations for projects to be funded as part of the Operating Budget for FY 2026 and FY 2027 as well as projections for projects that could be funded in FY 2028 through FY 2035.  In addition, City Council will consider approvals of three individual projects in the CIP Plan to account for individual City Councilmember real property conflicts of interest in which Councilmember recusal is required.  These decisions will be final, with the remainder of the CIP Plan to be brought forth for final approval and adoption on July 7, 2025.

 

RECOMMENDATIONS

 

Staff recommends the following:

 

                     Approve Project List ‘C’ - Hesperian Bike Lane Gap Closure in the Capital Improvement Program 10 Year Plan FY 2026 through FY 2035The resolution will be an approval for the CIP 10 Year Plan FY 2026 through FY2035 for final adoption on July 7, 2025

                     Authorize the City Manager to Reject All Bids for the Mulford-Marina Branch Library, Project No. 2018.2400 and to Not Include Project List ‘A’ - Mulford-Marina Branch Library in the Capital Improvement Program 10 Year Plan FY 2026 through FY 2035 as a Funded Project

                     Approve Project List ‘B’ - Lewelling Boulevard Class IV Bike Ways in the Capital Improvement Program 10 Year Plan FY 2026 through FY 2035The resolution will be an approval for the CIP 10 Year Plan FY 2026 through FY2035 for final adoption on July 7, 2025

 

BACKGROUND AND ANALYSIS

 

Public infrastructure such as streets, utilities, parks, libraries, and other public buildings improves the quality of life for residents and visitors to San Leandro.  Funding for construction and maintenance of these assets is contained within the FY 2026-2027 Biennial Budget, and the details of the projects to be funded with these funds are contained within the CIP Plan.

 

The CIP Plan specifies how CIP funding in the Biennial Budget will be used.  The CIP Plan also contains a projection of CIP projects that could be funded for the following eight years.  The CIP 10 Year Plan is revised and updated with the adoption of each Biennial Budget.

 

The document is a useful planning reference to consult when preparing future biennial budgets and/or when making decisions about appropriating funds outside of the budget document.

 

Several Councilmembers have real property interests within proximity of various CIP projects for consideration that trigger individualized conflicts of interest analyses under the California Political Reform Act (Cal. Govt. Code Sec. 81000 et seq.), those particular projects will be segmented and considered first without participation by the Councilmembers that have the real property conflict of interest and a final decision made by the remaining Councilmembers.  The City used a means of random selection to determine the order in which those projects will be considered first.  In this instance, the project lists will be considered in the following order: Project List C - Hesperian Bike Lane Gap Closure, Project List A - Mulford-Marina Branch Library, and finally, Project List B - Lewelling Boulevard Class IV Bike Ways. Once consideration and final approval of all those items is concluded, the full City Council will consider the balance of the CIP projects and will not reopen discussion of the previously approved items.  The CIP will be brought back on July 7, 2025 for a final vote for adoption. 

 

Project List ‘C’ - Hesperian Bike Lane Gap Closure

 

The Hesperian Bike Lane Gap Closure proposes to implement a road diet, reducing the number of travel lanes from four to two, allowing for the installation of protected Class IV bike lanes on Hesperian Boulevard between East 14th Street and Bayfair Drive, upgrading the existing Class II bike lanes along this corridor to physically prevent automobiles from encroaching on the space reserved for bicycles using barriers such as curb medians, landscaping and/or striping with flexible delineators. The project will also install pedestrian crossing improvements and provide bicycle network connectivity to the existing Class IV bikeway on Fairmont Drive, and future Class IV bikeways of the East Bay Greenway and the Hesperian Boulevard corridor.

 

Project List ‘A’ - Mulford-Marina Branch Library

 

The existing Mulford-Marina Branch Library, located at the intersection of Aurora Drive and Fairway Drive, has been in operation since 1962 in a 1,200-square-foot building that has reached the end of its useful life. 

 

In 2018, the City identified funding associated with the San Leandro Shoreline Development for the replacement of the Mulford-Marina Branch library building.  Design efforts commenced in 2019, and progressed through the Schematic Design phase, incorporating public engagement. However, in early 2020, due to the uncertain timeline of the Shoreline Development and lack of confirmed construction funding, the design effort was paused. In 2022, the City successfully secured a $4,079,701 grant from the California State Library’s Building Forward Library Infrastructure Grant Program. Additionally, the San Leandro Library Foundation committed $800,000 toward the project. 

 

On April 10, 2025, the City opened bids for the subject project. Ten bids were received, with base bid amount ranging between $6,784,000 and $9,230,000.   The pre-bid Engineer’s Estimate for the base bid was $7,202,900. Staff determined that Giant Construction, Inc.is the low bidder based on their base bid amount of $6,784,000. After consideration of construction administration and contingencies, staff determined that an additional $630,000 would be required to award the construction contract to Giant Construction, Inc. and complete the project. 

 

During development of the Biennial Budget for Fiscal Years 2026-2027, staff also considered the additional operating costs that would be incurred by the new Mulford-Marina Library facility, operational restrictions resulting from staffing reductions proposed as part of the Biennial Budget, and the declining utilization of the existing Mulford-Marina Library. 

 

Based on the total anticipated costs to both construct and operate the new Mulford-Marina Library facility, staff recommends rejecting all bids for the Mulford-Marina Branch Library, Project No. 2018.2400 and to not Include Project List ‘A’ in the Capital Improvement Program 10 Year Plan FY 2026 through FY 2035 as a Funded Project.

 

Project List ‘B’ - Lewelling Boulevard Class IV Bike Ways

 

The Lewelling Boulevard Class IV Bike Ways Project will implement a road diet, reducing the number of travel lanes from four to two, allowing for the construction of new Class IV protected bike lanes with raised medians along Lewelling Boulevard between Wicks Boulevard and Washington Avenue.  The project aligns with the City’s Bicycle and Pedestrian Master Plan, which recommends separated bikeways along this segment of Lewelling Blvd. The project will also increase safety for vulnerable users and would align with the City’s Vision Zero Policy to reduce and eliminate severe and fatal injuries.

 

Fiscal Impacts

 

This action provides details for the use of funds committed as part of the Biennial Budget.  The CIP Plan does not, by itself, appropriate funds.
