SUMMARY
The City of San Leandro was awarded $1,859,000 from the Metropolitan Transportation Commission’s (MTC) Housing Incentive Program (HIP) for the Lewelling Boulevard Classs IV Bike Ways Project. As a requirement of this grant, the City Council must adopt a Resolution of Local Support, which includes a commitment to provide local match funds in the amount of 11.47% (or $240,854) of the total grant amount in addition to a commitment to complete the project.
RECOMMENDATIONS
Staff recommend the following to the City Council:
• Adopt a Resolution of Local Support; and
• Commit local matching funds in the amount of $240,854 for the Lewelling Boulevard Class IV Bike Ways project.
BACKGROUND
HIP provides transportation grants to support the production and preservation of affordable housing. MTC has identified the top 15 jurisdictions that have issued the highest number of certificates of occupancy for eligible housing units between 2018 and 2022. Based on this ranking, MTC is distributing $71 million in HIP grant funding on a per-unit basis.
The City of San Leandro ranked 6th out of the 15 jurisdictions with a total of 318 certificates of occupancy for affordable housing units, making the City eligible to receive an award of $1,859,000. MTC invited the top jurisdictions to submit applications for eligible transportation projects that qualify for HIP funding by submitting letters of interest.
Staff initially submitted applications to MTC for two projects, namely, the MacArthur Superior Roundabout project for $2 million and the Hesperian Avenue Bike Lane Gap Closure project for $2.091 million. Following review, MTC’s grant selection committee chose to fund the MacArthur Superior Roundabout Project with an award of $1,859,000, contingent upon a minimum local match of $240,854.
Due to various factors which include negotiations with utility companies and a private property owner, and the additional time needed to meet the federal procedures and requirements of the grant, Staff determined that the MacArthur Superior Roundabout Project and Hesperian Avenue Bike Lane Gap Closure Project would no longer meet the grant obligation deadline. As a result, Staff requested MTC and MTC accepted the request to reallocate grant funding to the Lewelling Boulevard Class IV Bike Ways Project, which does not require additional right-of-way and relocation of utilities. The Project is currently in the design phase and is scheduled to begin construction early 2027.
Analysis
To receive the HIP grant award, the City is required to adopt a resolution of local support, commit to provide matching funds, and complete the project.

Previous Actions
• On June 20, 2023, by Resolution No. 2023-074, the City Council approved and authorized the City Manager to enter into a project funding agreement for the Lewelling Streetscape Project (now renamed as Lewelling Boulevard Class IV Bike Ways Project), to accept $2,207,000 in grant funds from Alameda County Transportation Commission (ACTC), and to appropriate $253,143 in matching funds to the subject project.
• On June 9, 2025, by Resolution No. 2025-064, the City Council approved inclusion of the Lewelling Boulevard Class IV Bike Ways Project in the Capital Improvement Program (CIP) 10-Year Plan for Fiscal Years 2026-2035 as a funded project and appropriated $1,761,000 to the subject project.
• On July 7, 2025, by Resolution No. 2025-087, the City Council approved and authorized the City Manager to execute a consultant services contract with NCE in the amount of $510,000 for the Lewelling Boulevard Class IV Bike Ways Project, Project No. 2022.4200; to authorize the City Manager to negotiate and approve individual contract amendments up to 5% (or $31,500) of the original contract amount; to authorize the City Manager to negotiate and approve contract amendments up to a cumulative value of 15% (or $94,500) of the original contract amount; and to appropriate $2,207,000 in ACTC grant funds to the subject project

• Goal T-2, Policy T-2.1 - Complete Streets Serving All Users and Modes: Create and maintain "complete” streets that provide safe, comfortable, and convenient travel through a comprehensive, integrated transportation network that serves all users.
• Goal T-3, Policy T-3.1 - Citywide Bikeway System: Develop and maintain a bikeway system that meets the needs of both utilitarian and recreational users, reduces vehicle trips, and connects residential neighborhoods to employment and shopping areas, BART stations, schools, recreational facilities and other destinations throughout San Leandro and nearby communities.
• Goal T-3, Policy T-3.7.C - Pedestrian and Bicycle Crossing Improvements: Improve crossings for pedestrians and cyclists at intersections in the City through the use of variable pavement materials, small curb radii, bulb outs, street trees and landscaping near corners, and other measures which shorten pedestrian crossings or increase driver awareness of non-vehicle traffic.
• Goal T-6, Policy T-6.1 - Traffic Calming Strategies: Use a variety of approaches to slow down or “calm” traffic on San Leandro streets, based on the specific conditions on each street. Emphasize approaches that improve conditions for pedestrians and bicyclists and enhance neighborhood aesthetics.
• Goal T-7, Policy T-7.2 - Capital Improvements: Identify capital improvements and other measures which improve the safety of bicyclists, pedestrians, and motor vehicles on San Leandro streets.
Environmental Review
The Lewelling Blvd Class IV Bike Ways project is categorically exempt from CEQA per §15301(C1) - Existing Facilities. A Notice of Exemption was filed with the Alameda County Recorder's Office on May 16, 2025.
The Project would also be required to conduct NEPA clearance with the receipt of the HIP grant.
Financial Impacts
The HIP grant award totals $1,859,000 and will help fund the construction phase of the Lewelling Class IV Bikeways Project. As a requirement of the grant, the City will appropriate matching funds in the amount of $240,854 using funding sources appropriated through the adopted FY 2026/27 CIP. With the allocation of the HIP grant award, the Project is fully funded through construction as estimated, however, additional funds may be required if the bids received for construction are greater than the engineer’s estimate.
