SUMMARY AND RECOMMENDATION
The Ocean Protection Council awarded the City of San Leandro grant funds in the amount of $134,093 to augment the City of San Leandro Shoreline Sea Level Rise Adaptation Plan currently under development. Terraphase Engineering Inc. (Terraphase), the consultant assisting the City in development of the Sea Level Rise Master Plan, submitted a proposal to complete supplemental work that includes additional flood mapping, critical asset mapping, evaluation of available groundwater elevation data, and development of outreach materials for public workshops.
Staff recommends the City Council adopt two resolutions 1) to approve the application for and execution of $134,093 in grant funds from the Ocean Protection Council awarded for augmentation of San Leandro’s Shoreline Sea Level Rise Adaptation Plan and 2) to authorize the City Manager to award Amendment No. 1 to the Consultant Services Agreement with Terraphase for the augmentation of the Shoreline Sea Level Rise Adaptation Plan for $134,093 in Fiscal Year 2024-2025 for an amount not-to-exceed $295,072.
BACKGROUND AND ANALYSIS
Development of sea level rise (SLR) strategies was identified as an action item in the City’s adopted 2021 Climate Action Plan as an adaptation strategy for improving community-wide public health, maintaining robust and resilient infrastructure, and increasing resilience of vulnerable populations against the hazards of flooding.
In 2023, the City of San Leandro was awarded a California Resilience Challenge grant of $161,000 to compile SLR data, explore adaptation strategies, and develop a Sea Level Rise Master Plan. On May 15, 2023, the Council awarded a $161,000 Consultant Services Agreement to Terraphase Engineering and its subconsultants to develop the Sea Level Rise Master Plan.
Work is underway on the Master Plan, with 95% of the work to compile SLR data and background interviews already completed. A draft vulnerability assessment, asset inventory, and flood maps for 2050 and 2100 for surface water and groundwater were provided to the City.
The City applied for an Ocean Protection Council grant to augment the Shoreline Sea Level Rise Adaptation Plan. The additional work to be completed includes: development of multiple alternative surface inundation maps; mapping of critical infrastructure assets; evaluation of available groundwater elevation data to refine conclusions regarding SLR in the San Leandro study area; development of outreach materials for multiple public meetings and; collaboration with neighboring operational landscape units. This additional work will allow staff to assess the day-to-day management for sea level rise scenarios rather than the most conservative estimate, build better buy-in for appropriate adaptation measures, and engage external stakeholders. Overall, the plan will provide a roadmap for the City on adaptation strategies and priority assets.
The additional work is scheduled to begin in January 2025 and will take approximately one year to complete.
FISCAL IMPACT
This Council action would authorize $134,093 in grant funds to be deposited into the Fiscal Year 2024-2025 Revenue Account 150-3607 for third-party granting entities and $134,093 in expenses to the Special Grant Fund Expense Account 150-57-204-5120 for the Shoreline Sea Level Rise Adaptation Plan. There would be no impact to the General Fund.
