SUMMARY AND RECOMMENDATIONS
Staff recommends that the City Council authorize the City Manager to execute Amendment No. 6 to a Non-Professional Services Agreement with Rubicon Landscape Corporation to provide turf maintenance services at City parks and sports fields.
BACKGROUND
On August 31, 2015, the Public Works Department issued Request for Proposals (RFP) 55027 for Citywide turf maintenance and park area weed abatement. Five firms submitted proposals deemed responsive to the RFP. After review by a committee of internal staff, the five proposals were ranked and Rubicon Enterprises, Inc. (firm changed name to Rubicon Landscape Corporation as part of Amendment No. 2), a Richmond, CA-based firm, was selected based on the firm’s highest score and lowest bid price. The City entered into contract with Rubicon Enterprises, Inc. on March 1, 2016.There were five subsequent amendments to the contract to extend the term, modify services and include cost increases.
Analysis
If authorized, the existing contract will be extended for the 2022-2023 Fiscal Year at the monthly price of $14,685.04. The new contract price reflects a 14.4% price increase and changes to services as follows:
• Increase weed spraying interval from two to three times per year
• Decrease aeration and fertilization intervals from three to two times per year
• Farrelly Pool services on a 26-week schedule and add maintenance of all site landscaping
• Discontinue aeration and fertilization at Chabot Park
• Discontinue weed spraying, aeration and fertilization at Floresta Park
• Add weed spraying to Siempre Verde Park
• Reduce mowing interval at Benedict, Root Park, and Washington Manor Middle School from 52-weeks to 42-weeks, and reduce edging from 26-weeks to 21-weeks
• Discontinue weed spraying at Washington Manor Middle School
Services provided by Rubicon Landscape Corporation include weekly mowing at all City park sites, ball field sites, and other turf locations adjacent to parks; and edging, weed abatement, aeration, and fertilization based on contractually established intervals. The contract will extend through June 30, 2023.

Financial Impacts
The amendment to the agreement will cost $176,220.44 for fiscal year 2022-2023. There is sufficient funding available in Fiscal Year 2022-2023 in account 010-62-001-5340.
