SUMMARY

This contract provides for the design, permitting, and preparation of plans, specifications, and the engineer’s estimate for the Lewelling Blvd. Class IV Bike Ways Project. This project will design new Class IV bike lanes along a segment of Lewelling Boulevard between Wicks Boulevard and Washington Avenue, to enhance bicyclist and pedestrian safety.

 

RECOMMENDATIONS

 

Staff recommend the following actions:

                     Approve a Consultant Services Agreement in the amount of $510,000 to NCE for engineering design services for the Lewelling Blvd. Class IV Bike Ways Project.

                     Authorize the City Manager or their designee to negotiate and approve individual contract amendments up to 5% (or $25,500) of the original contract amount.

                     Authorize the City Manager or her designee to negotiate and approve cumulative contract amendments up to 15% ($76,500) of the original contract amount; and

                     Appropriate $2,207,000 in ACTC grant funds for the subject project.

 

BACKGROUND

 

The project area covers approximately 1 mile of Lewelling Blvd. between Wicks Blvd. and Washington Ave., including design of improvements at the intersections at both ends. Lewelling Blvd. is an arterial roadway that begins in San Leandro and extends east, primarily serving residential uses with some commercial pockets. While currently configured for vehicular traffic, it has the potential to function as a pedestrian and bicycle-friendly corridor. Throughout this length of Lewelling Blvd, there are twelve (12) bus stops, six (6) on each side.

 

Lewelling Blvd. is located within an Equity Priority Area, as identified by the Metropolitan Transportation Commission. The San Leandro Bicycle and Pedestrian Master Plan identifies this segment of Lewelling Blvd. as an area where enhanced safety and mobility is needed for pedestrians and bicyclists of all ages. Additionally, the San Leandro Local Roads and Safety Plan, which was adopted in 2022, recommends several improvements along Lewelling Blvd. to enhance bicycle and pedestrian safety.

 

The Lewelling Blvd. Class IV Bike Ways Project will construct complete street improvements along the corridor, including Class IV protected bikeways with physical barriers, installation of new curb ramps, bulb-outs, tighter curb-radii, enhanced crosswalk markings, signing and striping. The Class IV bike ways will provide physical separation between bicyclists and vehicles through the installation of improvements such as curb medians, landscaping and/or striping with flexible delineators. To accommodate these enhancements, the project may require changes to lane geometry that could result in lane width reductions or removal of a travel lane in certain areas. However, impacts to medians and loss of parking spaces in this segment of Lewelling Blvd. will be minimal. This project supports multi-modal transportation and will enhance the City’s bicycle and pedestrian network.

 

On June 20, 2023, the City Council by Resolution No. 23-074 authorized the acceptance of $2,207,000 in grant funds from the Alameda County Transportation Commission (ACTC) for the subject project. However, the appropriation of these funds was not initiated at that time. The current City Council action includes the appropriation of the grant funds.

 

Analysis

 

Staff received four proposals for the design of the Lewelling Blvd. Class IV Bike Ways Project.  After evaluating all proposals, NCE was selected as the most qualified firm based on its technical ability and strong portfolio of relevant work that includes experience in performing traffic studies and design and completion of similar projects in the cities of San Leandro and Alameda.

 

This contract represents Staff’s current understanding of the work required. However, the design and incorporation of stormwater treatment facilities in the project will necessitate design coordination with utility companies, including PG&E, which requires project applicants to provide pothole data to document the depths of utilities’ facilities before design may begin. The level of underground investigations is uncertain. For this reason, a contingency is recommended. To minimize delay to the project and ensure that the scope of work can be adjusted as needed to provide the highest quality work for the City, staff requests authorization to issue individual contract amendments up to 5% or $25,500 each and cumulative contract amendments up to 15%, or $76,500 of the original contract. This flexibility will ensure efficient completion of the project on budget and on schedule.

 

For the grant funds from ACTC to be available for the project, the City Council must formally appropriate the grant funds to the subject project.

Previous Actions

 

                     On June 2, 2023, by Resolution No. 2023-074, the City Council approved and authorized the City Manager to enter into a project funding agreement with and to accept $2,207,000 in grant funds from the ACTC, and to appropriate $253,143 in matching funds to the subject project

                     On June 9, 2025, by Resolution No. 2025-064, the City Council approved inclusion of the Lewelling Boulevard Class IV Bike Ways Project in the Capital Improvement Program 10-Year Plan for Fiscal Years 2026-2035 as a funded project and appropriated $1,761,000 to the subject project

 

Applicable General Plan Policies

 

                     Policy T-3.1: Citywide Bikeway System. Develop and maintain a bikeway system that meets the needs of both utilitarian and recreational users, reduces vehicle trips, and connects residential neighborhoods to employment and shopping areas, BART stations, schools, recreational facilities and other destinations throughout San Leandro and nearby communities.

Environmental Review

 

The Lewelling Blvd Class IV Bike Ways project is categorically exempt from CEQA per Section 15301(C1) - Existing Facilities - of the CEQA guidelines. A Notice of Exemption was filed with the Alameda County Recorder's Office on May 16, 2025.
