SUMMARY
This City Council action will authorize the City Manager to execute a Consulting Services Agreement (CSA) with Environmental Science Associates (ESA) for the Long Beach Restoration Study Project.
RECOMMENDATIONS
Staff recommends that the City Council authorize the City Manager to execute a CSA with ESA for up to $414,500 for the Long Beach Restoration Study Project.
BACKGROUND
In Fall 2020, San Francisco Bay Restoration Authority (SFBRA) awarded the City of San Leandro $514,500 in Measure AA grant funding to perform design studies of the Long Beach Restoration Study Project. The grant will provide for planning studies of the restoration work, including environmental studies and community engagement, to prepare 35% complete conceptual design of the preferred alternative, to develop a probable cost estimate, and to identify permitting needs for the restoration.
The project is a multi-phased project that begins with a study, which will result in conceptual design improvements. It is anticipated that a successful completion of the planning studies will result in grant funding for the restoration project.
Identifying appropriate restoration options for the beach is the primary focus of this study. Beach erosion has visibly impacted the beach’s ability to sustain native species and identifying an appropriate rehabilitation project is crucial to the reestablishment of some of the critical or endangered animal and plants species in the area, such as Least Tern fledglings, Western Snowy Plovers and Suaeda californica, a rare plant native to this habitat.
Analysis
A request for proposals for design study services to complete the Long Beach Restoration Project was posted on the City’s website in Spring 2022. This effort resulted in the receipt of two proposals from consulting firms. Staff, and the Technical Advisory Group (TAG) created for the project ranked the proposals and checked on the references for the firms. ESA was chosen as the most qualified for the work based on discussions from the references and its experience working on similar projects.
The scope of this planning study includes evaluation of appropriate restoration options for the beach, public meetings with stakeholders, identification of permitting needs, and development of a 35% conceptual design and associated cost estimate.

Previous Actions
• On March 15, 2022, by Resolution No. 2021-044, the City Council approved and authorized the City Manager to accept and appropriate grant fund of $514,500 from SFBRA for the project
Applicable General Plan Policies
• Policy OSC-1.2 Park Maintenance. Provide for the regular, systematic maintenance of San Leandro’s parks and recreational facilities to prevent deterioration, ensure public safety, and permit continued public use and enjoyment
Permits and/or Variances Granted
Permits will be obtained from the following agencies before the construction of this project:
• Army Corps of Engineers (including consultations with the U.S. Fish and Wildlife Service)
• Bay Conservation and Development Commission (BCDC)
• San Francisco Bay Regional Water Quality Control Board (RWQCB)
Environmental Review
Environmental review for this project will be performed per the California Environmental Quality Act (CEQA).
Summary of Public Outreach Efforts
• A minimum of three public meetings are anticipated as part of the planning studies for the project. These meetings will be announced via City website, Nextdoor, digital bulletins in City facilities and emails collected from interested parties.
Financial Impacts
This project is estimated to cost $514,500.
Sufficient funds are included in the Fiscal Year 2022-2023 for the subject contract.

This Council action will not impact fund balance because there are funds available in the FY2022-2023 adopted budget.
