SUMMARY & RECOMMENDATIONS
Staff recommends adoption of a resolution to approve and authorize the City Manager to execute a grant agreement for $100,000 with the California OTS for the Pedestrian and Bicycle Safety Program and purchase traffic safety equipment to deploy in various locations in the City of San Leandro.
BACKGROUND
The Office of Traffic Safety (OTS) is within the California State Transportation Agency (CalSTA), implementing a highway safety program (HSP) that addresses impacts of safety on the road. OTS administers traffic safety grant programs with the goal to eliminate traffic fatalities and injuries.
In March 2023, the City applied for grant funding and was awarded $100,000 for the purchase and programming of traffic safety equipment, which includes data collection devices, radar speed trailers, and rapid rectangular flashing beacons (RRFBs).
The City currently owns two radar speed trailers nearing the end of their life cycles. Data collection is currently contracted out to collect traffic data related to reported traffic safety issues. The new equipment will provide more reliability and provide a greater service to the City.
A grant agreement is required between OTS and the City to administer the program and funds for utilizing the equipment.
Analysis
OTS approved $100,000 in federal funding for the programming, procurement, and deployment of traffic safety equipment in various locations in the City of San Leandro.
City staff will program and deploy the equipment based on reported traffic safety issues. City staff will outreach and engage with the community related to traffic safety issues within the City.
The traffic safety equipment will allow City Staff to collect and analyze data and use appropriate countermeasures to mitigate traffic safety issues.

• Vision Zero - City of San Leandro’s initiative to eliminate all roadway fatalities and severe injuries.
Applicable General Plan Policies
• Policy T-3.6 - Pedestrian Environment. Improve the walkability of all streets in San Leandro through the planning, implementing, and maintaining of pedestrian supportive infrastructure.
• Policy T-5.7 - Technology and Roadway Efficiency. Use technology to create a more efficient transportation system, and the maximize the benefits of the existing road system.
• Policy T-7.1 - Law Enforcement. Aggressively enforce traffic safety laws on San Leandro streets, including speed limits, red light violations, and pedestrian and bicycle right-of-way violations.
Environmental Review
The work to be performed is exempt from the California Environmental Quality Act according to Public Resources Code §21065 as the action is not a defined as a “project”.
Fiscal Impacts
OTS will grant $100,000 in federal funds with no requirement from the City to provide a local match.
