SUMMARY AND RECOMMENDATIONS
Staff recommends that the City Council approve and authorize the City Manager to execute a Consulting Services Agreement (CSA) with TJKM Transportation Consultants in the amount of $72,612. The consultant will provide design services for traffic signal improvements at the East 14th Street/144th Avenue and East 14th Street/Joaquin Avenue intersections.
Staff recommends that the City Council authorize the City Manager to negotiate and approve individual contract amendments up to 10% ($7,261) and cumulative amendments to the CSA up to 25% ($18,153) of the agreement amount.
BACKGROUND
The City was awarded $184,230 in the 2016-17 Highway Safety Improvement Program (HSIP) cycle to install a High-intensity Activated Crosswalk (HAWK) signal at the East 14th Street and 144th Avenue intersection. HAWK signals are considered a Pedestrian Hybrid Beacon as defined in Chapter 4F of the California Manual on Uniform Traffic Control Devices, a nationally-adopted standard. Adding the City’s required local match in the amount of $20,470 brings the total project budget to $204,700. The City will design and install the new HAWK signal and assume operation and maintenance once the project is completed. This will be San Leandro’s third HAWK installation once the installations at Wicks Boulevard/Burkhart Avenue and Davis Street/Carpentier Street are constructed in late 2019.
On May 7, 2018, the City Council authorized the City Manager to execute the Program Supplement Agreement No. 026-F with the State that provided HSIP design phase funding for the East 14th Street and 144th Avenue HAWK Signal Project. This design phase is estimated to cost $36,500. The HSIP grant will fund $32,850, while the City’s required local match for this phase is $3,650. After completion of the design phase, the City must execute a second Program Supplement Agreement for the construction phase of the work.
The City was also awarded $335,250 in the 2016-17 HSIP cycle to add a scramble pedestrian signal phase to the existing signal at the East 14th Street and Joaquin Avenue intersection. With the addition of the City’s required local match of $37,250, the total project budget is $372,500. Scramble pedestrian signals stop all vehicular traffic to allow pedestrians to cross an intersection in every direction, including diagonally, at the same time. This will be San Leandro’s second scramble pedestrian signal installation in addition to the one at Bancroft Avenue and 136th Avenue. The City will design and construct the signal improvements. Caltrans will continue to maintain the traffic signal after construction.

This design phase is estimated to cost $66,500. The HSIP grant will fund $59,850, while the City’s required local match for this phase is $6,650. After completion of the design phase, the City must execute a second Program Supplement Agreement for the construction phase of the work.
Analysis
City staff released a request for proposals for designing the East 14th Street/144th Avenue and East 14th Street/Joaquin Avenue signal projects on September 13, 2018. Staff received five proposals from Alta Planning + Design (Alta), Advanced Mobility Group (AMG), Kimley-Horn and Associates, inc., Ruggeri-Jensen-Azur (RJA), and TJKM Transportation Consultants.
TJKM Transportation Consultants was selected to assist in the signal design project based on responsiveness, approaches, capacity, ability, experience and references.
The contract with TJKM Transportation Consultants will cost $72,612 for designing the two traffic signals. Staff estimates change orders for the CSA can be up to 25% ($18,153) of the contract amount.

Previous Actions
• On June 19, 2017, by Resolution No. 2017-085, the City Council approved the Administering Agency-State Agreement No. 04-5041F15 and program supplement agreement No. 025-F to provide $37,655 in grant funds for the design phase of the Davis Street and Carpentier Street High-intensity Activated Crosswalk (HAWK) signal project.
• On May 7, 2018, by Resolution No. 2018-040, the City Council approved authorizing the City Manager to execute program supplement agreement No. 026-F with the State of California to provide $32,850 in grant funds for the design phase of the East 14th Street (State Route 185) and 144th Avenue High-intensity Activated Crosswalk (HAWK) signal project.
• On May 7, 2018, by Resolution No. 2018-041, the City Council approved authorizing the City Manager to execute program supplement agreement No. 027-F with the State of California to Provide $59,850 in grant funds for the design phase of the East 14th Street (State Route 185) at Joaquin Avenue scramble pedestrian signal project
Committee Review and Actions

Applicable General Plan Policies
• Policy T-2.1: Complete Streets Serving All Users and Modes. Create and maintain “complete” streets that provide safe, comfortable, and convenient travel through a comprehensive, integrated transportation network that serves all users.
• Policy T-3.6: Pedestrian Environment. Improve the walkability of all streets in San Leandro through the planning, implementing, and maintaining of pedestrian supportive infrastructure.
• Policy T-7.2: Capital Improvements. Identify capital improvements and other measures which improves the safety of bicyclists, pedestrians, and motor vehicles on San Leandro Streets.
• Policy T-7.7: Funding. Pursue grants for the improvement of pedestrian, bicycle, and motor vehicle safety, including a greater focus on traffic law and speed enforcement.
Environmental Review
Caltrans performs environmental review on behalf of local agencies for federal-aid projects. Caltrans has completed the following reviews:
• On July 12, 2017, the Preliminary Environmental Study (PES) form was signed by Cultural Resources Professionally Qualified Staff, the District Local Assistance Engineer (DLAE), and the Environmental Planner Designee.
• On August 24, 2017, The Air Quality Conformity Task Force reviewed and concurred that the project is exempt from PM2.5 project level conformity requirements.
Fiscal Impacts
The total project cost for the East 14th and 144th Avenue HAWK signal is $204,700. Federal grant funds amount to $184,230 and the City will provide matching funds from its Measure B Bicycle and Pedestrian Funds in the amount of $20,470. Total for design phase of this project $36,500 (grant funds $32,850 plus City’s required local match $3,650).
