SUMMARY
Calcon Systems, Inc. provides on-call electrical, calibration and instrumentation services for the City’s Water Pollution Control Plant (WPCP). The proposed first amendment to the agreement with Calcon provides for additional preventative and corrective maintenance for the standby generator.
RECOMMENDATIONS
Staff recommend City Council approve and authorize the City Manager to execute an amendment to the Non-Professional Services Agreement (NPSA) with Calcon Systems, Inc. in an amount not to exceed $237,244.
BACKGROUND
The WPCP uses a standby generator and associated switchgear to provide backup power in the event of a power outage. While the generator itself operates effectively, the system that automatically transfers power frequently requires manual intervention to operate. During dry weather, the manual process has been effective, but in wet weather, the associated delay could cause sewer overflows and flooding at the WPCP.
In May 2026, Council authorized an NPSA with Calcon to engage ABB, the manufacturer of the control systems as a subconsultant to diagnose the problems with the generator transfer. In August 2026, the ABB technician performed tests that narrowed the problem to one of the feeder breakers. Working with Calcon, City staff have secured a proposal from Eaton, manufacturer of the breakers, to perform additional testing and diagnosis. In addition, Eaton will do preventative maintenance on all the large feeder breakers.
With the predicted wet weather associated with the 2026-2027 El Niño weather event, staff recommend proceeding with this work as quickly as possible to prevent possible sewage overflow and flooding at the WPCP.
Analysis
Staff request a sole-source agreement with Calcon based on its experience working with the existing systems and equipment. Calcon has been providing these services for over 20 years and the City has been very satisfied with its services. There is no other provider that could effectively provide these services while ensuring continuity of operations.
Eaton only works through distributors. Calcon has an existing relationship with Eaton, allowing them to quickly engage their services.
The fixed cost proposal for Eaton’s services is $66,900.00. Because the proposal from Eaton only includes testing and diagnosis, staff request authorization for an additional $50,000.00 in on-call support from Calcon to enact the repairs if necessary.
On May 19, 2026, the City entered into an agreement with Calcon for a not-to-exceed amount of $120,344.00. The proposed first amendment increases the not-to-exceed amount to $237,244.00.
Financial Impacts
Sufficient funds are included in the FY 2027 Wastewater Enterprise Fund budget for the additional scope:
• Wastewater Enterprise Fund, PRJ-000061-5100: $798,390
This Council action will not impact fund balance because there are funds available in the FY 2026 and FY 2027 budgets.
