HIGHLIGHTS
 
1.                     CALL TO ORDER 
  
Mayor Pauline Cutter called the meeting to order at 4:06 p.m.

Committee members present:  Mayor Pauline Cutter, Councilmember Deborah Cox and Councilmember Corina Lopez  
 
City staff present:  Engineering & Transportation Director Keith Cooke, Recreation and Human Services Director Jeanette Dong, Administrative Services Manager Kirsten Foley, Assistant City Manager Jeff Kay, Captain Jamie Knox, Associate Engineer Kyle Lei, Senior Engineer Austine Osakwe, Public Works Director Debbie Pollart and City Manager Chris Zapata 
  
Public present:  Dominic LiMandri, SLIA, Peter Arnold, Abey Arnold Associates, Landscape Architects 
  
1.B.    Announcements

2.    DISCUSSION ITEMS 
  
2.A.   Discussion Regarding SLIA Bocce Ball Court at Root Park 
 
Dominic LiMandri and Peter Arnold co-presented information on the proposed Root Park Bocce Court.  SLIA estimates that construction could start this fall.  City should as possible reuse salvaged picnic tables and benches.
 
  
2.B.    Discussion Regarding Police Building Expansion and Theater Conversion 
Associate Engineer Kyle Lei presented an update on Police Building and South Office modifications project, including possible conversion of the existing theater to a multi-purpose room. 
 
Committee Requests/Direction to Staff: 
Councilmember Lopez expressed concern over loss of the theater space and provision of enhancement to other theaters (Library). 
 
Mayor Cutter expressed concern of adjacency of PD to the proposed multi-purpose room; not a concern because practice of other agencies is to have multi-purpose room that is occasionally used as emergency operations center.  Mayor recommends including cooking facilities. 
 
City Manager recommends that Committee make a recommendation to full Council. 
Police Building built in 1967 vs City Hall renovated 1995 - opportunity to renovate PD building and bring up to standard.  
 
Not only out of space for personnel, also out of space for equipment (mechanical, IT, HVAC, etc.). 
 
Councilmember Lopez: recommendation to have one more meeting.   Staff to be prepared to present on PD building and south offices modification - move to 7/3 City Council meeting with Committee’s affirmative recommendation and make an action item (instead of consent item on Council 6/19) (highlight investment in public safety, conversion of theater to multi-purpose space, EOC, Police Building built in 1967 vs City Hall renovated 1995 - opportunity to renovate PD building and bring up to standard). 
 
2.C  Project Updates 
 
Engineering and Transportation Director Keith Cooke updated the Committee on the MacArthur Boulevard Streetscape - MacArthur/Superior Roundabout.  Senior Engineer Austine Osakwe reviewed active projects.
  
2.C.1  MacArthur Boulevard Streetscape - MacArthur/Superior Roundabout 
 
Committee Requests/Direction to Staff: 
Mayor Cutter questioned option for public feedback that would not significantly reduce speed and recommended not to include the alternative  without a traffic roundabout as an option.  Information is to be provided to describe that a streetscape without a traffic roundabout would not provide significant traffic calming on MacArthur Blvd and would not meet an important goal of the project.

Councilmember Lopez going to Sacramento to attend the League of California Cities and will review AB18 and AB735.
